Overview:

US ITER (www.usiter.org) is a collaborative effort between multi-laboratories (ORNL, PPPL and SRNL) under the DOE Office of Science. Our mission is to contribute to the construction of the international ITER fusion facility (www.iter.org). The United States is one of seven ITER members (with China, Europe, India, Japan, Korea, and Russia) working together to build and operate this experimental facility. Located in southern France, ITER aims to demonstrating the viability of fusion energy. As part of US ITER, we are responsible for delivering twelve crucial hardware systems for the ITER facility. The project is approximately halfway completed, and we anticipate final deliveries to be finished within the next decade.

The Deputy Director of the US ITER Project serves as an executive leader, supporting the Director of the US ITER Project (www.usiter.org) by focusing on day-to-day project execution, including quality assurance, procurements, and partner lab performance. The Deputy will also support the Director in managing issue areas critical for project success. The Deputy Director is expected to support the Project Director with day-to-day leadership of the US ITER team, while also bringing an executive management perspective to identifying and resolving issues.

The Deputy Director reports to the Director of the US ITER Project. The Director oversees the project's strategic direction and ensures that it meets the approved performance plan and DOE expectations. Additionally, the Director collaborates with various external parties, such as the international ITER Organization, other ITER members, partner laboratory leadership and DOE Office of Science Fusion Energy Sciences.

Major Duties and Responsibilities:

  • Oversee project execution activities related to procurement and quality assurance teams, in coordination with the Project Director, Project Manager and Technical Directors.

  • Oversee partner lab performance, and address challenges swiftly in coordination with project and lab leadership.

  • Establish clear expectations and communications with project partner labs, vendors, and key project contributors.

  • Assess emerging issues that could impact project performance, including technical challenges, contract performance, and staffing.

  • Develop strategies and solutions to mitigate and manage issues impacting project performance.

  • Collaborate with project leadership and managers to assure best practices are implemented and resources are appropriately aligned with project goals.

  • Advise and support the Project Director and Project Manager in establishment of project execution priorities and strategies.

  • Support the Project Director in leading the project team to earn high assessments in DOE/SC Office of Project Assessment reviews

  • Sustain an integrated US ITER team with experienced project management, technical staff, and support staff.

  • As advised by the Project Director, interact with the DOE Federal Project Director and the DOE Fusion Energy Sciences program manager; and, with project advisory boards and committees, partner laboratories, ORNL leadership, the scientific community, and media.

  • Ensure safety and environmental compliance and ESH and QA goals are achieved.

  • Serve as the Project Director's designated alternate as needed.

  • Member of the US ITER Change Control Board (CCB-3).

  • Observer (non-Member) of Integrated Project Team.

Basic Qualifications:

  • Advanced technical degree (Masters or Ph.D.) in a science or engineering discipline with a minimum of 20 years of experience overseeing significant technical programs or projects.

  • Knowledge of DOE project management is required.

  • Demonstrated ability to lead reviews and advisory committees is required.

  • Distinguished record of technical achievement and recognition required.

Preferred Qualifications:

  • Proven successful management of large, complex scientific/technical projects.

  • Proven ability to work productively with highly-skilled scientists, engineers, and project management professionals.

  • Experience with alternate contracting vehicles and selection methods and processes.

  • Ability to travel domesticly (6-12 trips per year) and internationaly(2-4 trips per year).

  • Experience with DOE projects managed per order 413, especially DOE Office of Science projects

  • Experience with fusion science and technology

  • Earned trust of the US fusion research community
