Description:

The University of Pikeville is looking for an Upward Bound II Director. This position will have a full-time commitment to the Upward Bound project (645.43b1) serving Floyd, Martin and Jenkins Independent school systems.

Responsibilities:

  • Will serve as the immediate supervisor for the Upward Bound project.

  • Will be responsible for ensuring that activities and services are provided in accordance with institutional, state, and federal policies.

  • Initiate the process for reporting to the grantee and conduct all project performance reporting to the Department of Education.

  • Create and designate work plans and conduct periodic evaluations.

  • Approve and monitor project documentation process and all project expenditures.

  • Activate the plan of operation to provide an ongoing dialogue between the project, campus, target schools, Boards of Education, parents, and community.

  • Monitor project mechanisms designed to accumulate data and to meet 645.43 c - documentation of eligibility and selection process.

  • Monitor activities necessary to maintain students' records, performance records, and fiscal records in accordance with 645.5 and EDGAR 34 CFR Part 74.

  • Redirect priorities and staff efforts as necessary.

  • Implement the plan of management hiring processes, as well as recommend candidates for employment; supervise orientation; and provide training for staff.

Education/Skill Requirements:

  • Master's degree in education or counseling preferred

  • Must have a minimum one-year experience working with a TRIO program or similar experience working with youth from disadvantaged backgrounds similar to those experienced by the target population

  • Familiarity with program regulations, legislation, and organizational structure is preferred

  • Must demonstrate experience in designing, managing, or implementing similar projects and have experience in personal, academic, or career counseling/advising

  • Must have succeeded in overcoming barriers similar to the target population to be served (i.e., first generation, low income)

  • Priority will be given to applicants with knowledge concerning state and federal educational curriculum standards and assessments.

Relationships:

This position requires daily contact through email, social media, phone, and in-person contact with co-workers; university community; participants; parents/guardians of participants of the Upward Bound project; target area high school personnel; and networking with TRIO personnel.

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Work is performed inside under normal office conditions where employees may be exposed to varying temperatures.

Physical demands included here are representative of those that must be met by an employee to successfully perform the essential functions of this job:

  • Keyboarding

  • Lifting/carrying/handling up to 20 lbs

  • Extended walking with project participants during trips
