Within the Office of Physical Security and Life Safety Systems this position oversees the University's fire safety program, and also serves as the Department of Public Safety's Emergency Management coordinator.

The fire marshal component of this job requires the incumbent to apply his/her knowledge of fire and life safety codes to the diverse academic and living environment at Villanova University. The incumbent conducts physical inspections of University facilities on a regular basis, including pre-event inspections of large venues. This position also oversees the inspection of fire all fire detection and suppression equipment, including fire extinguishers, sprinkler systems, and other automated fire suppression systems. The incumbent also serves as a primary point of contact for fire safety issues with local fire departments as well as Township, County, and State fire officials. The incumbent will also conduct training for students and employees on fire safety and emergency evacuation.

This position also supports emergency management planning, response, and recovery activities. This individual works with internal and external stake holders to maintain and implement Emergency Plan and Emergency Response planning and protocols, including updating the University's Emergency Management Plan and developing communications strategies to educate the campus community on issues relating to emergency preparedness. This individual is responsible for maintaining the University Emergency Operations Center (EOC) and other emergency preparedness equipment in a state of readiness.

Duties and Responsibilities:

Fire Marshal Responsibilities:

• Inspect University buildings and property for compliance with State, Federal and University fire safety regulations, policies, and procedures.

• Inspect the physical layout of major campus events for adherence to fire and life safety codes, taking corrective actions when needed.

• Oversees inspection of fire suppression systems, including sprinkler systems, Ansul systems, and fire pumps.

• Oversees inspection and testing of fire alarm systems.

• Oversees portable fire extinguisher inspection.

• Complete fire safety reports on inspections performed, hazards identified, and corrective action taken.

• Liaison with local fire departments on familiarization with University buildings, campus and building access, and changes to procedures and protocols resulting from construction activities.

• Work collaboratively with Facilities Management and EHS at determining methods for controlling fire and life safety hazards.

• Investigate fires, making recommendations on future prevention.

• Liaison with local, county, and state officials on issues relating to fire safety.

• Oversee building evacuation drills. Complete post-drill reports and maintain documentation.

• Develop and conduct fire safety training to students, faculty, and staff.

Emergency Management Responsibilities:

• Acts as the University's primary point of contact for all emergency management issues, including planning, preparedness, response, and mitigation.

• Responds in a support and oversight role to critical incidents on and near campus. Acts as liaison with external local, county, state, and federal emergency management officials during critical incidents.

• Maintains records of actions taken during critical incidents, consistent with ICS protocols.

• Authors policies and procedures relating to emergency management.

• Updates Emergency Management Plan annually.

• Provides emergency preparedness training to members of the University community.

• Maintains readiness of Emergency Operation Center and back up Dispatch Center.

• Manages Building Safety Assistant Program.

• Manages tabletop and live exercises, including the annual required exercise to fulfill the requirements of the Clery Act.

• Facilitate a positive and collaborative relationship with internal organizations (Student Affairs, Facilities Management, Student Life, etc) and external organizations (County EMS, Fire, State Agencies, etc).

• Other duties as assigned

Minimum Qualifications:

Formal Education

• High School Diploma

• Certified Pennsylvania Fire Inspector

• FEMA Certifications in IS100, IS200, IS700, and IS800.

Work Experience

• 5 years experience in fire/life safety or closely related field, OR
• 5 years experience in emergency management or closely related field.

• Verbally communicate in person, via telephone, telecommunications and other electronic devices using the English language.

Specific Job Knowledge (e.g., knowledge of principles and procedures related to field and area)

• Knowledge of fire safety and fire prevention best practices.

• Knowledge of applicable fire and life safety codes.

• Knowledge of National Incident Management System (NIMS) principles.

• Knowledge of the Clery Act with respect to the University's fire safety reporting and responsibility to conduct emergency drills and communicate to the University community during emergency situations.

Equipment Knowledge

• Laptop computer and related software (MS Outlook, PowerPoint, Word, Excel, Zoom, Teams)

• Knowledge of fire suppression systems

• Operation of two way radio - including advanced knowledge of frequency interoperability during a major incident.

Preferred Qualifications:

Formal Education

• Bachelor's Degree in Emergency Services, Fire Safety Administration, or related field

• Associates degree (or higher) certified by FEMA as a Fire and Emergency Services Higher Education Recognized degree.

• NFPA Certified Fire Protection Specialist

Work Experience

• Prior experience working in a college or university setting in emergency management, fire safety, life safety, or related field.

Environmental conditions: (any unusual/adverse conditions such as exposure to chemicals, noise, illumination, air quality, weather exposure etc.).
