The Oregon Health Authority has a fantastic, limited duration opportunity for an experienced Universal Health Plan Lead (OPA4) with an excellent team. This is a full-time, limited duration position that is scheduled to end at the end of the biennium (June 30, 2025) but has the possibility of being extended with Health Policy and Analytics. (This position can be considered for a job rotation for internal candidates).

What you will do!

The Universal Health Plan Lead (OPA4) serves as a senior policy advisor to the Universal Health Plan Governance Board in the creation of a comprehensive plan to finance and administer a Universal Health Plan for the state of Oregon. This position provides consultative and technical guidance on federal and state statutes and rules that affect the development and financing of a universal health plan. This position collects data, conducts research, analyzes, and evaluates information, and makes recommendations to the Board.

This position will serve as a key resource for researching and analyzing the federal authorities needed to fund and/or implement universal health plan proposals under consideration by the Board, and guiding OHA leadership regarding any subsequent communications with federal partners. Collaboration with external industry partners, advocacy groups, legislators, the Governor's office and federal government officials is essential. This role may lead policy engagement with federal government staff to identify viable pathways for various federal approvals. This position may assist with the administration of contracts to provide actuarial, medical, data, analytical or other professional expertise needed to assist the Board in meeting its statutory obligations.

This position provides technical resources to the Board and Board staff; engages with other state agencies and both public and private entities throughout the state of Oregon; and testifies before legislative committees and communicates Board initiatives to a wide-ranging and diverse set of interested parties. Serving as a cross-agency resource, this position facilitates policy development and alignment across OHA, Department of Consumer and Business Services (DCBS) and all government agencies working on the Board proposal, guiding executive leadership in understanding complex policy analyses and ensuring alignment across teams. The role also provides policy leadership to a Universal Health Plan policy analyst and supports policy analysis as part of a broader health coverage policy team.

This work has a high level of political visibility and is of significant interest to the state legislature, multiple interested constituencies and external partners, and the Governor.

Senate Bill 1089 (2023) required the creation of the Universal Health Plan Governance Board (the Board) within the Department of Consumer and Business Services (DCBS). It directs the Board to create a comprehensive plan for financing and implementing a universal health plan. SB 1089 further requires that the Oregon Health Authority collaborate with the Board to ascertain and describe necessary federal waivers or other options for federal and state funding in support of the universal health plan, and to collaborate with the Board in determining how agencies' existing systems will integrate with the plan.

Work Location: Optional 100% remote, 100% in-person or hybrid options are available, with office space in Salem or Portland. While this role allows for a hybrid work arrangement, candidates must be able to travel and reside within the region due to in-person meetings and events.

This position falls under the Operations Policy Analyst 4 classification. The AA Rate Pay Range for this position is $ 6,901.00- $10,161.00 USD Monthly.

What we are looking for:

MINIMUM QUALIFICATIONS

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.

OR;

Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

Desired Attributes:

  • Demonstrated experience (at least 3 years) at a leadership level communicating with a diverse

group of partners on complex topics. Ability to facilitate consensus, foster meaningful

discussion, seek broad-based feedback, and surface key considerations.

  • Demonstrated experience (at least 3 years) conducting health policy analysis, research,

development and design

  • Demonstrated experience (at least 3 years) with complex program and project management,

including implementing, monitoring, and evaluating programs that promote health equity and

reduce racial and ethnic health inequities.

  • Ability to represent OHA and the Health Policy and Analytics Division at the state and federal

levels

  • Ability to perceive organizational and political sensitivities and act accordingly. Ability to

understand the political environment, management priorities, staff roles and responsibilities,

and grasps external factors impacting the organization.

  • Demonstrated ability to build and steward positive relationships with Tribes and/or community

groups including:

o Marginalized communities

o Immigrant groups

o Communities of people with disabilities, and other populations most harmed by historic and current health and social inequities.

  • Demonstration of understanding and applying principles related to addressing systemic health

inequities, implementing anti-racist practices, and collaborating with individuals and

communities that are most harmed by historical and current social and health inequities.

Commitment to ongoing personal development on the topics of anti-racism, elimination of

health inequities, trauma-informed and resiliency practices, social determinants of health and

equity, universal accessibility, and development of diverse and inclusive work environments.

  • Ability to manage complex issues that are largely unidentified and that have state impact.

  • Experience using the Microsoft Office suite of programs including Excel, Word, and

PowerPoint.

  • Must be able to travel. Must possess a valid driver's license with an acceptable driving record

or provide other acceptable method of transportation.

Preferred Attributes:

Advanced experience (over three years) and knowledge of health policy (ideally health

coverage policy), development of federal waiver and other authorities to expand or modify

state health care coverage policy goals, and health plans and systems.

  • Proficient knowledge of Medicaid, Medicare, the Affordable Care Act and related federal

authorities.

  • Proficient knowledge of other key coverage policy and systems including Oregon's Medicaid

waivers, Coordinated Care Organizations (CCOs), the Oregon Health Insurance Marketplace
