About Universal Clerk:

Under general supervision in the Linn County Treasurer's Office, collects and disburses money to the general public for vehicle and property tax transactions; maintains records and issues and transfers legal documents in accordance with the Code of Iowa including, but not limited to, motor vehicle titles, license plates and registrations. Requires heavy public contact behind the window and by telephone. The incumbent must work independently and use own judgment for both routine and non-routine functions according to established guidelines, policies, and procedures. Knows the County's Customer-Centered Culture principles, the County's Mission, Strategic Plan and Core Values and demonstrates a commitment to customer satisfaction for all customers on a regular basis.

  • Attends work promptly and regularly at the designated time and place.

  • Meets members of the public and advises them of a full range of complex state and county laws and procedures pertaining to motor vehicle and property tax.

  • Files or scans documents related to the operation of the Linn County Treasurer's Office.

  • Collects a variety of fees, verifying the proper amount is paid and issuing receipts when applicable; remits fees to various state entities such as the Department of Transportation, Department of Revenue, Clerk of Court and organ donations.

  • Issues titles, registrations, plates; PROCESSES tax sale redemptions, tax payments and balances loan company payments both at the window and through the mail.

  • Cross-trains with co-workers and rotates throughout the work areas for departmental efficiency.

  • Collects and records payment for property taxes, mobile home taxes, special assessments, tax sale redemption and other real estate taxes and fees; processes and records liens.

  • Thoroughly reviews, processes, and files all documents needed to transfer or issue regular, duplicate, in-transit and salvage vehicle titles in accordance with Iowa law or the laws of other state and foreign jurisdictions; renews vehicle registrations, processes trailer transfers, special license plate and junking certificates.

  • Identifies and addresses any restrictions such as lien notations, insurance and other departmental holds against customer records; documents or releases such restrictions when appropriate.

  • Performs computer functions as they relate to the operation of the Linn County Treasurer's Office such as entering information into the Department of Transportation system, miscellaneous receipts, real estate and mobile home systems.

  • Verifies the accuracy and adequacy of applications and/or forms submitted by automobile dealers and the general public.

  • Answers high volume of telephone calls and responds to customer inquiries; assists customers presenting in person utilizing the Q-Matic traffic management computer system.

  • Prepares and processes high volume of electronically generated transactions as well as large amounts of incoming and outgoing mail efficiently and accurately.

  • Disburses money to customers on overpayment of bills and fees; accepts and processes customer payments with credit card, money order, check or cash; traces source of insufficient fund checks and secures payment, and runs various daily reports.

  • Performs other duties as required or assigned; list above not to be construed as exclusive.

  • Knows the products they personally produce and the customers of each product. Listens to the "Voice of the Customer "and closes gaps between customer expectations and experience whenever possible.

  • High school diploma or equivalent required.

  • Four (4) years of clerical experience including at least one (1) year processing and accounting for large sums of money.

  • Learn, apply, and articulate Code of Iowa and departmental policies and procedures to everyday work procedures.

  • Thorough knowledge in the operation of office equipment including a computer, copier, scanner, printer, calculator, multi-line phone and a fax machine.

  • Working knowledge of the principles and practices of bookkeeping and their application to accounting transactions.

  • Knowledge of basic math with the ability to perform mathematical computations quickly and accurately.

  • Ability to communicate politely with customers by email, letter, in person and by telephone.

  • The ability to perform clerical tasks with speed and accuracy and work with minimal supervision.

  • Ability to follow oral and written instructions.

  • Ability to take initiative and handle multiple tasks concurrently, adjust to changing priorities, maintain composure under stressful conditions and meet deadlines.

  • Ability to deal with difficult people, handle complaints and demonstrate good listening skills and tact.

  • Ability to establish and maintain effective working relationships with co-workers, other county employees and the general public.

  • Ability to process, manage and maintain confidential information.

  • Ability to deal with customers from diverse backgrounds.

  • Handle small to large amounts of cash transactions and maintain accurate balance in cash drawer.

  • Perform tasks which may be routine and repetitive, but not necessarily easily learned and are subject to change annually per legislation; tasks also require independent judgment and policy interpretation.

  • Represent Linn County and perform duties in a professional and responsible manner.

Special Necessary Requirements:

Must pass a County physical examination which includes a drug test after offer of employment. Regular work attendance required. Must remain awake and aware of surroundings at all times. Must be able to move or lift material/boxes weighing from 10-50 pounds from floor level to counter height and from the storage room to the work area.      Monday
