The Texas Workforce Commission (TWC), a Family Friendly Certified Workplace, is seeking a Unit Support Coordinator (USC) - Sr USC to join the Vocational Rehabilitation Department located at 1406 Jacaman Rd, Laredo, Texas.

You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.

Staff who serve customers directly will be limited to one day of telework per week during their probationary period of employment with TWC VRD, beginning with their first week of work. After successfully completing probation, this position may be approved to telework up to two days per week.

The USC - Sr USC performs advanced - highly advanced (senior-level) consultative services and technical assistance work. Work involves planning, developing, and implementing major agency program(s) and providing consultative services and technical assistance to program staff, governmental agencies, community organizations, or the general public. May train, lead, and/or prioritize the workload of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

GENERAL DUTIES:

  • Provides management assistance to the VR Manager and performs rehabilitation work on an adjusted caseload for customers, utilizing the web-based customer case management system on the same day as received.

  • Provides technical assistance to staff, other agencies, community programs and the general public regarding division programs.

  • Assists with caseload budget management.

  • Assists with conducting reviews to determine compliance with laws, regulations, policies, and procedures.

  • Assists in resolving customer complaints.

  • Researches information pertaining to legislative inquiries.

  • Performs and monitors community outreach efforts including business development.

  • Participates in employee selection process.

  • Conducts analyses using agency data systems for unit quality improvement efforts and reporting requirements.

  • Serves as team lead for the Unit Support Team.

  • Assists in implementing the continuous improvement process.

  • Provides assistance to the Unit Process Improvement Specialist, Assistive Technology Specialist, Purchasing Specialist, Unit Support Assistant, and OIB Worker.

  • Responsible for determining eligibility, conducting comprehensive assessment, IPE development and implementation, purchasing, job development and placement to achieve outcomes.

  • Performs related duties as assigned.

PREFERRED QUALIFICATIONS:

  • Master's degree in Rehabilitation Counseling or Rehabilitation Management from an accredited college or university plus one year experience: 1) in interpreting/applying VR program policies/procedures, 2) planning/implementing/monitoring customer services, 3) coaching/mentoring and providing technical assistance for staff development, and 4) developing and providing training activities (or)
  • Master's degree from an accredited college or university plus three years' progressive experience working in a VR program. With three years' experience in areas referenced above.

MINIMUM QUALIFICATIONS:

  • USC: Graduation from an accredited four-year college or university plus two years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency.

  • Sr USC: Graduation from an accredited four-year college or university plus two years and six months of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency.

  • One year of full-time experience may be substituted for each year (30 semester hours) of education.

  • Must meet the Comprehensive System of Personnel Development (CSPD) educational requirements.

  • Copy of official transcripts, certifications and/or credentials will be requested at the time of interview if applicable.

Duties requires up to 30% travel within the State of Texas and the ability to lift/carry 10 pounds.

All levels:

  • Experience as a USC cited above must be in accordance with the career ladder requirements of the agency.

  • Related work experience is defined as consultative services/technical assistance to program staff, and general knowledge of disabilities.
