Job Description

GENERAL DESCRIPTION:

The Texas Division of Emergency Management (TDEM) is an emergency response entity, this status can affect working hours, travel, and changes in duties as needed. The Unit Supervisor, Preparedness Strategy and Continuity is responsible for strategic and enterprise roles dedicated to Preparedness Division administration; preparedness grant programming; preparedness mission communications; emergency management information programming; TDEM regional coordination and support; Texas Homeland Security support (THIRA, SPR, HLS implementation Plan, etc.), strategic and enterprise continuity of operations program management and supervising all program activities in accordance with federal and state regulations and guidance. Work involves supervising the Preparedness Strategy and Continuity staff, coordinating emergency management or public safety preparedness exercise program activities, and providing consultative services and technical assistance to program staff, governmental agencies, community organizations, or the public. Works under minimal supervision, with moderate latitude for the use of initiative and independent judgment. Travel and/or Schedule

  • Availability for after-hours, weekend, and holiday work is required including during emergencies and disasters. Must have the ability to operate outside of normal working hours on a twelve (12)-hour shift during activations of the State Operations Center. Reports to the Section Chief, Preparedness and Continuity.
  • Salary is a fixed rate. It is not a range.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

  • Provide planning, development, coordination, and evaluation of emergency management, public safety, homeland security preparedness, and exercise programs.

  • Provide support services and technical assistance to local jurisdictions and state agencies. May facilitate meetings, present at conferences and workgroups or act as the subject matter expert and representative for Preparedness Division programs.

  • Provide strategic assessment and recommendations of preparedness grant programming; preparedness mission communications; emergency management information programming; TDEM regional coordination and support; strategic Texas Homeland Security support (THIRA, SPR, HLS implementation Plan, etc.), and continuity of operations program management.

  • Coordinate the development of a comprehensive enterprise-wide continuity program including orientations, mission essential functions management, and continuity exercises.

  • Monitor the outcomes of emergency management preparedness program initiatives.

  • Ensure compliance with requirements, laws, regulations, policies, and procedures related to emergency management and public safety.

  • Serve as a liaison between federal, state, and local government agencies, volunteer group representatives, staff, and other potential emergency response entities.

  • Review local and state after-action reports, and improvement plans.

  • May provide presentations and training to community and professional groups to facilitate interest in preparedness, Texas Homeland Security (THIRA, SPR, HLS implementation Plan, etc.), continuity, and other emergency management programs.

  • Perform other duties as assigned.

  • May serve as a lead worker to assist other staff.

  • Ability to travel up to (25%).

  • Face-to-face and person-to-person interactions are required.

  • Maintains a regular course of attendance during authorized work schedule and work extended hours when needed.

MINIMUM QUALIFICATIONS:

Experience

  • Five (5) years' experience in business/government system integration, development, coordination, and evaluation and facilitating meetings and presenting information, developing data collection processes, writing documents, and writing proposals.

Education

  • Graduation from an accredited four-year college or university in applicable field or an equivalent combination of education and experience.

Preferred Qualifications:

Education: Major or coursework emphasis in emergency management, public administration, business administration.

Certification: Master Continuity Practitioner

  • Level II (MCP-II) Program certification
  • Relevant work experience may be substituted in lieu of education requirements on a year-for-year basis, with one (1) year experience equivalent to thirty (30) semester hours.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Developing and implementing training and exercise programs in emergency management services, combined with strong and effective communication, project management, facilitation, team building, collaborative planning, and engagement skills.

  • Develop measurable objectives and improvement plans.

  • Must demonstrate an ability to exercise poise, tact, diplomacy, and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

  • Strong organizational skills, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness, or professionalism.

  • Able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals. Must be able to communicate effectively, both orally and written.

  • Demonstrates an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance, and dissemination of information.

  • Possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).

  • Ability to work extended or non-traditional hours such as evenings, weekends, special events, etc.

  • Ability to travel up to (25%).

REGISTRATION, CERTIFICATION OR LICENSURE:

Must have completed or will complete within the first three months, IS-100, IS-200, IS-700, and IS-800.

Professional Continuity Practitioner

  • Level I (PCP-I) must be completed within twelve months.
