ORGANIZATIONAL SUMMARY:
The College of Arts & Sciences (CAS) is comprised of 28 academic departments and approximately 30 centers & institutes. The departments are distinguished within the following 3 schools:
School of Natural Sciences & Mathematics (SNSM), School of Social Sciences (SSS) and School of Humanities (SHUM). The college has over 500 faculty, 200 staff, and serves students while supporting an extensive program. The college has an E&G budget of $100M and over $20M in external funding.
The primary mission of the College of Arts and Sciences Office of Research and Scholarship (CAS-ORS) is to promote and enhance all aspects of research and scholarly activities within the college by; Strengthening CAS research infrastructure and expanding its extramural funding portfolio, Cultivating focused research areas that respond to global challenges, Accelerating the translation of research discovery into real-world applications, Increasing publications and other scholarly activity by faculty at all ranks and Facilitating collaborative research projects centered on focused research areas.
POSITION SUMMARY:
The Unit Research Administrator position provides various levels of fiscal and administrative support to CAS Departments. This position may support a single department housed in the School of Natural Sciences & Mathematics (SNSM) or support the funding portfolio of faculty in the School of Social Sciences (SSS) and School of Humanities (SHUM).
This position acts as a primary contact between Principal Investigators (faculty, post-doctoral fellows, and doctoral students), Sponsored Research, and Research Financial Management on the identification, development, review, submission and subsequent administration of grants and contracts. This position supports researchers by preparing budget projections, developing materials for compliance analysis, and advising the researchers concerning the review of the
proposals by Sponsored Research. This position requires the knowledge of federal sponsor agency guidelines and regulations (NSF, NIH, NEH, etc.), OMB Uniform Guidance, and private sponsor agency (private foundation, corporate) guidelines.
In addition, this position must interpret and apply varied Federal, State, and University policies and regulations through the entire proposal and contract process. After awards are made the position provides guidance to
researchers on administrative steps such as setting up accounts, hiring staff, reconciling the projects on a regular basis, reviewing and approving invoices and financial reports prepared by Sponsored Research, preparing expenditure transfers and override requests with supporting justification, and reviewing the final reconciliation of the projects prepared by Sponsored Research.
RESPONSIBILITIES:
Manage all internal and external research accounts. This includes preparing the budgets prior to account set-up, working as liaison with PI/faculty and Sponsored Research Administrators and other university departments to ensure the initial accuracy, monitor all purchasing and expenditures for the active accounts, and all close out operations. Must be knowledgeable of the regulations for each research project as well as the guidelines within USF.
Reviews and approves expenditures on the grant. Manages database for all research projects. Reconciliation of all accounts.
Finds and informs faculty of grant opportunities. Works with the Research offices of the College and University to communicate these opportunities.
Identify sources of funding within USF. Provides direct consul with faculty members submitting research proposals. Coordinates the submission through assisting in developing the budget, administrative review, and knowledge of the proposal guidelines. Provides this support for all external and internal research proposals.
Attends workshops and meetings to stay current on all grant policies and procedures. Represents department at such meetings. Communicates pertinent information to department.
POSITION QUALIFICATIONS:
MINIMUM:
This position requires a Bachelor's degree and 1 year of grant research or grant research administration experience; or a Master's degree. Progressively responsible experience involving grant development or administration may be substituted for the Bachelor's degree.
PREFERRED:
Bachelor's Degree in Business Administration/Accounting/Finance, 2 years of grant research or grant research administration experience, and knowledge of USF business systems and policies.
