Position Overview

The Division of Developmental Disabilities is seeking to hire a Unit II Administrator for the Kiley Developmental Center located in Waukegan, Illinois. An ideal candidate that will support the values and vision of the agency and have a passion and ability to advocate and enable growth in our individuals. The Unit II Administrator will administer the operations of a residential program for individuals with developmental disabilities and monitor individual's habilitation/treatment services being provided by community agencies, schools and workshops. The Kiley Developmental Center serves adults with developmental disabilities who have severe medical and/or behavioral needs.

Job Responsibilities

  • Serves as the Unit II Administrator for the Kiley Developmental Center.

  • Directs professional staff and non-professional unit staff in formulating and implementing programs and habilitation/treatment plans for individuals served.

  • Serves as full-line supervisor.

  • Coordinates unit programs with other units.

  • Develops and implements unit training programs.

  • Verifies unit program policies, procedures and treatment plans comply with Department rules and regulations, Center policy and procedures, Department of Human Services (DHS), Public Health as well as other relevant standards and regulations.

  • Attends Executive Committee meetings to determine unit and Center policy and procedures.

  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years college.

  • Requires four (4) years of progressively responsible administrative experience in the fields of health or human services.

Preferred Qualifications

  • Three (3) years of professional experience working with residential treatment programs, services, policies and procedures.

  • Three (3) years of professional and/or managerial experience in a residential treatment facility.

  • Three (3) years of professional experience in developing strategic plans, long and short-term goals for a residential treatment program.

  • Three (3) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff and approving time off.

  • Two (2) years of professional experience developing and monitoring plans of corrective action.

  • Two (2) years of professional experience in the formulation and implementation of treatment programs and habilitation plans.

  • Three (3) years of basic proficiency in Microsoft, Outlook, and Excel.

Conditions of Employment

  • Requires the ability to serve as Administrator on Duty (AOD) on a rotation basis.

  • Requires the ability to work after business hours, weekends, and holidays.

  • Requires the ability to travel in the performance of job duties.

  • Requires the ability to physically restrain individuals as necessary to prevent injury to individual or others.

  • Requires the ability to obtain and maintain Cardiopulmonary Resuscitation (CPR) certificate.

  • Requires the ability to utilize office equipment, including personal computers.

  • Requires ability to pass the IDHS background check.

  • Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
