Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.

NY HELPS Minimum Qualifications:

Four years of office experience which must include one year of specialized experience that must include the responsibility for the analysis of data relating to customer financial or tax accounts; the application or pertinent rules, regulations, or laws; and contacting customers in order to explain determinations made on their accounts and six semester credit hours in accounting or statistics.

An associate degree can substitute for two years of specialized experience.

  • Specialized experience MUST include ALL of the following activities: the responsibility for the analysis of data relating to customer financial or tax accounts; the application of pertinent rules, regulations or laws; and contacting customers in order to explain determinations made on their accounts. Experience in the routine processing, completion, transmittal, or review of forms, accounts, or claims is NOT qualifying.

55 B/C Qualifications:

This position is designated 55b/c and is subject to verification of applicant eligibility. You must meet the open competitive qualifications from the most recent examination announcement. Please provide a copy of your 55b/c letter and college transcript, if applicable, when applying.

Reassignment Qualifications:

Current New York State Department of Labor employee with at least one year of permanent, contingent-permanent, or 55 b/c service as an Unemployment Insurance Accounts Examiner; if you have less than one year, you must be reachable on the current eligible list for this location, if one exists.

70.1 Transfer Qualifications:

One year of permanent or contingent-permanent as a Grade 11 or higher determined to be similar by Civil Service.

70.4 Transfer Qualifications:

One year of permanent or contingent-permanent service as a Grade 11 or higher and a passing score on the Unemployment Insurance Accounts Examiner exam. Note: Candidates must not have failed the most recent examination for this title.

Duties Description STANDARD DUTIES:

As an Unemployment Insurance Accounts Examiner, under the supervision of a Senior Unemployment Insurance Accounts Examiner, you would engage in a variety of accounting activities, adjust employers' tax accounts and answer employers' inquiries regarding overpayment, underpayment, and tax rates assigned. You would determine the status of employers' tax accounts based on provisions of the Unemployment Insurance Law, Department of Labor policy and procedures, and the various aspects of the tax accounts and experience rating system.

Additional Comments Fingerprinting/Background Check: This position requires a fingerprint/background check.

There is no cost to candidates, fingerprinting fees are paid for by the Department of Labor. Candidates being considered for appointment will be provided a pre-paid code and instructions after the interview.

Candidates with no previous state service will begin at the starting rate of the salary range listed above.
