About the Opportunity

The UNC System Public Safety Training Director will lead and oversee the on-site planning, directing, and maintaining of the UNC System's Public Safety Training Program at the North Carolina Department of Public Safety (DPS) Samarcand Training Academy. The position will be responsible for providing direction, development, and delivery of all training programs and provide leadership and logistical support to the UNC System's public safety instructor staff and non-affiliated instructors.

The position will create and maintain an affinity group network with all UNC System Public Safety/Law Enforcement instructors; to include curating a master list of certified instructors and their fields of expertise. Work duties include responsibility for planning, developing, implementing, and evaluating all public safety/criminal justice-related training courses; identifying and developing financial and budgetary plans for educational and training programs; liaising with DPS staff at Samarcand Training Academy to address all logistical needs for inbound UNC System training cohorts; developing and negotiating contractual and temporary teaching agreements with non-affiliated instructors and staff as needed.

The UNC System Public Safety Training Director will report to the UNC System VP of Safety and Enterprise Risk Management. Position will be housed at the Samarcand Training Facility Jackson Springs, North Carolina.

System Office staff is responsible for executing the policies of the UNC Board of Governors and providing University-wide leadership in the areas of academic affairs, business and financial management, long-range planning, student affairs, research, legal affairs, and government relations. The UNC System Office also has administrative oversight of a number of University affiliates, including PBS North Carolina, the North Carolina Arboretum, the NC State Education Assistance Authority, and University of North Carolina Press.

About the Team

The UNC System Office Safety & Enterprise Risk Management unit is a source of leadership, subject matter expertise, and coordination in the areas of institutional law enforcement, security, emergency management, environmental health and safety, Clery Act compliance, Title IX, operational readiness and response, and enterprise risk management. The unit's functions include leading law enforcement, emergency preparedness and response, and related activities at the UNC System level, and serving as a point of liaison and coordination in partnership with the chiefs of police and emergency management leads at the University of North Carolina's constituent institutions and affiliates.

The unit also leads and manages all enterprise risk management functions required under UNC Policy 1300.7. This unit keeps the president and other University senior leaders informed of major critical incidents at the System Office, constituent institutions, and affiliated entities, leverages emergency response capabilities across the UNC System, serves as the principal liaison on behalf of the UNC System with local, state, and federal law enforcement and public safety partners; and leads risk management efforts.

Minimum Education, Experience, and Skills

Master's degree in Criminal Justice/Emergency Management/Homeland Security; and five (5) years of work experience in the administration of public safety, emergency management, or business continuity operations. Or Five (5) to seven (7) years of experience as an instructor; experience serving in the field of Higher Education-based policing and emergency management training (specifically, ICS 100, 200, & 300 programming) . Or graduation from an accredited college or university with a bachelor's degree and seven (7) years of progressively responsible work experience in the administration of public safety, or an equivalent combination of training and experience as defined above. Sworn law enforcement experience is required.

  • Current Instructor certification through the North Carolina Criminal Justice Education & Training Standards Commission • Demonstrated knowledge of local, municipal, State, and federal training programs in the fields of public safety, law enforcement, and criminal justice • Demonstrated knowledge of basic education, training methods, and techniques • Demonstrated knowledge of public safety, emergency management, and law enforcement service • Ability to develop comprehensive training calendars and schedules to serve multiple campuses • Ability to plan and execute evaluative measures regarding training programs, instructional quality, and student progress • Demonstrated leadership abilities • Demonstrated organizational and project management skills • Development of Emergency Management Courses in Continuing Education • Articulate the status and operating picture of law enforcement and emergency management System-wide to trainees • Assists the UNC System Emergency Management Ecosystem by staying informed on current trends, practices, risks, and vulnerabilities • Liaise with Local, State, and Federal partners for training and support • Assists in analyzing current events, emergency, and disaster experiences along with current hazards, threats, and vulnerabilities to address training needs.
