GDIT is actively pursuing an immediate opportunity to continue the modernization of the Provider Enrollment Chain of Ownership System (PECOS) for the Centers for Medicare & Medicaid Services (CMS). If awarded, GDIT will implement CMS's new vision of PECOS modernization efforts, with a heavy emphasis on ensuring that the end-user experience for provider and administrators meets the high standards set by Medicare, America's most popular healthcare brand. GDIT is seeking truly knowledgeable talent that understand the provider lifecycle, are knowledgeable with the data structures and are highly skilled in their technical execution.

Position Description

The {User Interface (UI) /User Experience (UX) Developer} Web Designer Lead will be responsible for the user interface design and development of our customer-facing applications and websites with the aspiration to achieve industry-leading web design. Provide information architecture direction, technological recommendations and transition strategies that support the development and implementation of our web development. Will have business knowledge that provides the ability, when given business objectives and requirements for any project, to translate these into a cohesive and usable end product.

Role and Responsibilities

  • Responsible for a full lifecycle of Responsive design: content-first design, logic flows, storyboards, personas, wireframes, low fidelity mock-ups, sitemaps, high fidelity prototypes, and UI specifications, to provide end-to-end dynamic, database driven design flows

  • Constructs pages in HTML and CSS (with SASS), with coding around templating languages or within CMS systems

  • Develop standards-compliant front-end code for websites, web applications, and mobile solutions using HTML, CSS and JavaScript driven framework, such as Angular or React

  • Working in an Agile Software Development environment, team with product owners, business analysts, and product development to clarify and define business requirements as they apply to the UI

  • Craft UX engagements, particularly in a graphical user interface (GUI) environment, that exceed customer expectations by partnering with key product stakeholders to understand and support product business goals, advocating user-centered design (UCD) industry best practices

  • Analyze available usage metrics for trends, patterns, issues, and opportunities for UX optimization

Education

  • Bachelor's degree in Computer Science, Information Systems or Computer Engineering or equivalent experience

Qualifications

Required Education and Experience

  • Bachelor's degree in Computer Science, Information Systems or Computer Engineering or equivalent experience

  • 6 years of experience User Experience (UX) and User Interface (UI) Design for dynamic, database or bootstrap driven web sites and Content Management Systems

  • 6 years of experience in web design and front end development using HTML, XHTML, CSS, Java Scripts and jQuery

  • Expert with sophisticated web technologies, including Backbone.js, Angular.js, HTML5, CSS3, JavaScript, jQuery, XSL, Bootstrap, LESS, SASS and Sprite imaging

  • Expert knowledge of user centered design (UCD) patterns and best practices

  • 2 years of experience with code management tools like Jenkins, GIT, JIRA

  • 2 years of experience incorporating reliable unit and end-to-end testing to UI frameworks

  • Demonstrated experience troubleshooting and possess expert debugging skills with UI related issues

  • Working knowledge of Government regulations, including Section 508 compliance and accessibility

  • Experience with developing themes and skins

Desired Education and Experience

  • US citizen or a Green Card holder

  • Health Care Industry or Centers for Medicare and Medicaid Services (CMS) experience

  • AWS certifications

  • Experience working with Provider, Beneficiary, Medicare, Claims, and/or state Medicaid data

  • Prior experience with SAFe Agile Process for Government (A4G)

  • Experienced with integrating with REST APIs and developing Single Page Applications

  • Working knowledge of user centered design (UCD) patterns and best practices

  • Experience with Node.js, less/grunt

  • Exceptional written communication and presentation skills including the ability to engage different stakeholders in developing and implementing designs

  • Strong analytical and problem solving capabilities

Conditions

  • Candidate must be able to obtain Public Trust clearance and must have lived in the United States at least three (3) out of the last five (5) years
