The essential duties for this job include:

TxDOT Attorney III

  • Drafts departmental rules and regulations for incorporation in the Texas Administrative Code.

  • Prepares and reviews legal opinions, briefs, decisions, orders, contracts, agreements, attorney's certificates and other legal instruments.

  • Provides legal training and makes presentations.

  • Attends and/or testifies at legislation hearings.

  • Coordinates the disposition of surplus property.

  • Drafts and reviews or assists in drafting and reviewing bills or amendments for legislative consideration.

  • Formulates and recommends rules and policies.

  • Performs legal work relating to the regulation and control of outdoor advertising signs, junkyards and beautification laws.

  • Researches legal issues, advises on legal questions and interprets laws, rules and regulations.

  • Performs other job responsibilities as assigned.

TxDOT Attorney IV

All of the above and:

  • Conducts or presides over hearings involving a variety of legal issues.

  • Drafts and reviews or assists in drafting and reviewing bills or amendments for legislative consideration.

The required competencies for this job include:

TxDOT Attorney III and IV

  • Applicable laws, rules and regulations

  • The legislative process

  • Real property law, conveyances and easement documents, and real estate land titles

  • Researching, analyzing and interpreting policies and state and federal laws and regulations

  • Analyzing issues, facts and available information to develop logical solutions; researching inconsistencies of facts or data; drawing correct inferences from information and making recommendations that support business decisions

  • Maintaining effective working relationships with others

  • The use of personal computers and applicable programs, applications and systems

  • Interpreting and analyzing legislation, rules and regulations

  • Preparing legal documents including opinions, case law summaries and legislative impact statements

  • Communicate effectively

Education

This job requires the following:

  • Doctorate Degree-Professional in Law

Work Experience

This job requires the following:

TxDOT Attorney III

  • 3 years in Governmental and/or real estate law or related

  • Experience can be satisfied by fulltime or prorated parttime equivalent

  • No supervisory experience required.

  • No Substitution

TxDOT Attorney IV

All of the above and:

  • 5 years in Governmental and/or real estate law or related

Licenses and Certifications

The following Licenses and/or Certifications are required for this job:

  • Attorney-License/TX Bar Member

Other Conditions:

  • Must be licensed to practice law in the State of Texas
