Summary

Under the general supervision and direction of the Tribal Administrator/Assistant Tribal Administrator. Serves as the Health Director for the Tribal Health Maintenance Program. The T.H.M.P Director implements the program, policies, and contract requirements. The Director has the overall responsibility for planning, administering, supervising, and coordinating tribal health needs and services.

Essential Duties and Responsibilities:

  • Plans, directs, implements, and evaluates the health maintenance department for the Cocopah Indian Tribe.

  • Provides leadership and develops collaboration to the community health needs assessment prioritization and action planning processes, contributing expertise in public health assessment.

  • Acts as liaison with other departments, agencies, committees, and individuals; promotes community partnerships to identify and solve health problems.

  • Evaluates the effectiveness of adopted community engagement strategies.

  • Participates in assessing and evaluating health care services to ensure that people are informed of available programs and services and are assisted in the utilization of those services.

  • Develops, prepares, manages, reviews, and monitors the department budget;

  • Prepares monthly, quarterly, and annual narrative reports.

  • Prepares annual health proposals/grants/contracts for funding.

  • Prepares proposals for special health projects for the Cocopah community as needed or assigned.

  • Develops program work plans, and evaluation procedures, and assesses program performances on a monthly, quarterly, and annual basis.

  • Develops and maintains communication with other tribal programs and other health agencies/clinics.

  • Design and implement health programs to provide patient education/prevention to individuals, families, and communities.

  • Assesses, develops and implements culturally relevant education and treatment/care for diabetic patients.

  • Assess, and develop comprehensive health education, prevention, and maintenance programs to address nursing care, diabetes, obesity, and other health problems.

  • Plans and coordinates non-emergency transportation services.Plans and coordinates eye voucher program.

  • Plans and coordinates the diabetic-shoe program.

  • Plans and coordinates medication pick-up and delivery services.

  • Manages multiple health-related grants.

  • Supervise and lead the Community Health Workers (CHW), transporters, and staff. Organizes community health events.

  • Other duties may be assigned.

Knowledge, Skills and Abilities

  • Considerable knowledge of the principles of health administration & and management, tribal health delivery system, with a focus on health education, prevention, behavioral health issues, and field nursing care services.

  • Considerable knowledge of the laws, rules, and regulations related to Indian Health Services.

  • Knowledge of tribal and department policies and procedures.

  • Ability to effectively problem solve, prioritize, and meet multiple demands of the job.

  • Considerable knowledge in developing, planning, and evaluating budgets and analysis of financial reports.

  • Ability to communicate clearly and effectively, both orally and verbally.

  • Ability to prepare, apply, and evaluate grants/agreements/contracts with local, state, and federal agencies.

  • Ability to supervise, coach, and develop staff.

  • Ability to inspire, and maximize employee morale and productivity to deliver the highest levels of patient/client satisfaction.

  • Knowledge of the Indian Health Services Agency (IHS) regulations and operations is preferred.

Qualifications

  • Must have reliable transportation and be able to travel for training and business-related purposes.

  • Must possess a current valid Arizona Driver's License.

  • Must be able to pass a background investigation.

Education and/or Experience

  • Bachelor's degree in Health Service Administration or related health field.
  • 3 -years of specialized work experience, 5 years in a management or director position
