Job Summary

Located in the nation's capital, The Office of the Attorney General (OAG) is the chief legal office of the District of Columbia. OAG enforces the District's laws, works to protect and defend D.C. residents, and provides the highest level of independent legal advice and guidance to District of Columbia government agencies. This position is located in the Civil Litigation Division within the Personnel and Labor Relations Section.

The Civil Litigation Division represents the District of Columbia in civil lawsuits against the District. The Division defends the District and its employees in all personal injury lawsuits, defends the District in employment and civil rights matters brought under federal and local law, and represents District agencies in class actions or matters in which injunctive relief is sought. The Division also represents District agencies in matters enforcing rules and regulations.

The Office of the Attorney General for the District of Columbia seeks a trial attorney for the Personnel and Labor Relations Section (PLRS) of the Civil Litigation Division (CLD). PLRS represents District agencies in administrative personnel matters before the Office of Employee Appeals, Office of Administrative Hearings, Office of Human Rights, U.S. Equal Employment Opportunity Commission, Metropolitan Police Department Adverse Action Panels, and Fire and Emergency Medical Services Department Fire Trial Boards. It also provides appellate representation of these matters before the Office of Employee Appeals Board, the Compensation Review Board/Department of Employment Services, various Federal Mediation and Conciliation Service arbitrators, the Public Employee Relations Board, and the Superior Court of the District of Columbia.

Duties and Responsibilities

Trial Attorney, LA-0905-13, LA-0905-14, LA-0905-15

The Office of the Attorney General for the District of Columbia seeks a Trial Attorney for the Personnel and Labor Relations Section of the Civil Litigation Division. Attorneys within PLRS handle a variety of matters, including employment discrimination claims, adverse action and disciplinary matters, and workers' compensation claims, among others.

The successful candidate will have an individual caseload of approximately 25 active civil cases and may work on various litigation teams. The incumbent will prepare and file pleadings, conduct and respond to written discovery, conduct and defend depositions, file and respond to procedural and dispositive motions, negotiate settlements, handle contested hearings, and litigate disputes regarding attorney's fees and enforcement.

There is substantial contact with client agencies. The position requires litigation experience. Prior litigation experience may include trials or evidentiary hearings, motions, and discovery practice, and taking and defending depositions. Experience in one or more substantive areas where the Section practices is highly desirable.

Qualifications and Education

Trial Attorney, LA-0905-13

Grade 13: Candidates must have at least two years of relevant litigation experience and excellent oral and written communication skills.

Personnel experience is preferred. Candidates must possess excellent legal research and writing skills and strong interpersonal skills. Candidates must have experience handling a large volume of cases and possess the ability to work under pressure without sacrificing the quality of work. The successful candidate should be a self-starter with the ability to work with a high degree of independence.

Trial Attorney, LA-0905-14

Grade 14: Candidates must have at least six years of relevant litigation experience and excellent oral and written communication skills.

Personnel experience is preferred. Candidates must possess excellent legal research and writing skills and strong interpersonal skills. Candidates must have experience handling a large volume of cases and possess the ability to work under pressure without sacrificing the quality of work. The successful candidate should be a self-starter with the ability to work with a high degree of independence.

LA-0905-15

Grade 15: Candidates must have at least ten years of relevant litigation experience and excellent oral and written communication skills.

Personnel experience is preferred. Candidates must possess excellent legal research and writing skills and strong interpersonal skills. Candidates must have experience handling a large volume of cases and possess the ability to work under pressure without sacrificing the quality of work. The successful candidate should be a self-starter with the ability to work with a high degree of independence.

License and Certification

The incumbent must be an active member in good standing of the District of Columbia Bar or have the ability to waive in and be admitted within 360 days of appointment. An appointee to the Legal Service shall remain a member in good standing of the District of Columbia Bar and admitted to practice in the U.S.

District Court of the District of Columbia during his/her employment in the Legal Service. If not currently a member of the District of the Columbia Bar, prior to their appointment, the successful candidate must send proof that his/her completed District of Columbia bar application has been submitted to the District of Columbia Bar.

Working Conditions/ Environment

Work is primarily performed in an office setting. Generally, work is sedentary, some walking, handling, and carrying of light to moderately heavy objects (such as case records, briefcases, and exhibits) is required.
