The employee is expected to perform managerial program functions with minimal supervision. Work is performed in direct support of a Treatment Court Judge or Commissioner.

Examples of Duties

Knowledge, Skills and Abilities:

  • Thorough knowledge of court procedures, legal documents, statutes and legal factors pertaining to the court system and treatment courts.

  • Thorough knowledge of the organization, functions, responsibilities and procedures of the court system.

  • Knowledge of treatment courts, chemical addiction, substance use treatment, mental health disorders/treatment and principles associated with the operation of a treatment court.

  • Basic knowledge of accounting and financial systems, grant management, and modern automated systems.

  • Strong ability to establish and maintain effective working relationships with judges, court officials, attorneys, treatment/service providers, Probation and Parole Officers, law enforcement and the general public.

  • Ability to organize, direct and coordinate team meetings, training sessions and public forums in an effective manner.

  • Ability to communicate ideas clearly and concisely, both orally and in writing.

  • Ability to make oral presentations to justice system employees and the general public.

  • Ability to maintain a high level of confidentiality.

Essential Job Functions:

  • Plan, implement, and monitor the day-to-day activities of the problem-solving court program(s) to ensure compliance with key treatment court components and efficient, quality service delivery to the target population.

  • Assist Treatment Court Administrator in composing policies, procedures, goals, objectives, mission statements, etc., for use in informational brochures, presentations, and grants.

  • Assist Treatment Court Administratorin preparing and/or maintaining the treatment court operating manual, participant information packet, public information packet and other materials necessary for the operation of the treatment court program.

  • Assist Treatment Court Administrator in identifying, preparing applications for and administering local, state and federal grants that support the operation of the treatment court.

  • Plan and prepare annual budgetary estimates and justifications under the direction of a treatment court judge/commissioner and treatment court administrator.

  • Complete and submit the annual treatment court funding request to the Missouri Office of State Court Administrators.

  • Coordinate with the treatment court administrator in the review and submission of monthly treatment court expenditures.

  • Cultivate and maintain cooperative relationships with program and community stakeholders.

  • Coordinate and facilitate interdisciplinary training for treatment court team members.

  • Collect and analyze data utilized for statistical and narrative reporting.

  • Promote team integrity and monitor quality assurance.

  • Organize and disseminate treatment court calendars and pre-court staffing information.

  • Organize, attend, and participate in pre-court staffing, court hearings, conferences, meetings, and committees.

  • Act as a liaison between judicial officers, court personnel, treatment providers, attorneys, drug court team members, funding agencies, and community organizations.

  • Provide coverage for Treatment Court Administrator when necessary.

  • Manage and coordinate the confidential treatment court files, court automation and case processing.

  • Manages and coordinates administrative services for the treatment court, which includes budgeting, accounting and finance, personnel, and related administrative services.

  • Monitors, coordinates, and evaluates the effectiveness of the treatment court programs through process and outcome studies to determine requirements for program modification and personnel training.

  • Assist the Treatment Court Administrator in preparing, administering and monitoring contracts for services relating to the treatment court.

  • Assist in the planning and implementation of strategies to encourage collaboration and partnership with federal, state, and local agencies and organizations to further the general understanding and acceptance of treatment courts.

  • Manages and/or monitors the Limited Driving Privilege docket/caseload.

  • Serve on workgroups or committees at the state or local level as assigned.

  • Performs related work and assigned duties as required.

Supervisory Responsibilities:

Manager:

  • Coordinate unit's strategies and activities,

  • Develop and implement unit policies, practices, and procedures,

  • Supervise assigned subordinates in the completion of their duties

  • Delegate responsibility for daily operations to subordinates,

  • Confer with supervisor to plan and coordinate work, and

  • Prepare and sign performance appraisals.

Physical Demands:

While performing the duties of this job, the employee is regularly required to walk, speak, hear, write, observe and respond to physical and emotional behaviors of the clients. This position requires operation of office machinery and telephones, and may occasionally be required to balance, stoop, kneel, or crouch. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Work Environment:

The employee performs the duties of this job in a clean, well-lighted, heated and ventilated office. The noise level in the work environment is moderate. There may be some exposure to hazardous bodily fluids.

Minimum Qualifications

Bachelor's degree in judicial administration, public or business administration, sociology, psychology, criminal justice or a related field, and at least one (1) year of professional experience in treatment of addiction or direct service to adult clients with substance use and/or mental health disorders; or any equivalent combination of training and experience.

Prior program development/implementation experience is highly preferred; prior experience in court systems, particularly treatment court is desirable; prior experience in grant writing/resource development is also desirable.

Additional Information

SELECTION AND APPOINTMENT: A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available.

The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. The interview will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire.

The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.

All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County.
