Job Description:

The Transportation Safety Manager is responsible for directing and coordinating the activities of transportation safety and compliance. Responsible for Department of Transportation (DOT), Federal, State and local compliance issues throughout the company. Incumbent must understand the importance of, and be capable of working cooperatively with Operations, Logistics, Environmental, Purchasing, Safety and HR teams. This position will be based out of our Corporate Headquarters in Portland, OR.

Essential Functions:

  • Knowledge of DOT regulations, with the ability to assure compliance.

  • Hands on technical knowledge, to include equipment inspections, DOT level I-III inspections, and train on brake adjustments.

  • Primary liaison with state and federal agencies for regulations and policies.

  • Create new company policies, procedures and standards as required.

  • Investigate incidents to ensure protection for company personnel and assets.

  • Review accident reports, and work with management to assess root causes make recommendations on corrective action and retraining.

  • Coordinate with corporate risk management during the entire accident investigation, keeping management apprised of all information throughout the entire stage of the investigation process.

  • Discuss safety concerns with operations and logistics managers, drivers, and other employees to ensure the safest operation possible.

  • Provide guidance, training, and compliance with the Federal Motor Carrier Safety Administration. and state and local levels.

  • Work with the safety team to develop and present annual driver refresher training relevant to current safety concerns and trends.

  • Perform facility visits/inspections and assist in performing periodic self-inspections in accordance with company policy.

  • Conduct DOT audits in assigned areas.

  • Implement processes to ensure annual audit requirements are successfully passed report results to management

  • Work with HR to monitor drug testing collection and physical screenings in compliance with DOT collection procedures.

  • Ensure Driver Qualification Files for all hauling operations are compliant.

  • Manage and assist in Fleet Tracking system oversight and driver coaching.

Required Experience

Qualifications:

  • Prefer 8+ years fleet experience and/or substantial transportation/industrial safety experience

  • Associates degree or equivalent from a two year college or tech school; or three to five years related experience and or training; or equivalent combination of education and experiences.

  • Be familiar with Federal and State regulations, including Hours of Service and monitor drivers to ensure compliance

  • Must be available to travel up to 40% of the time

  • Aptitude for process improvement

  • Must be efficient with computer programs such as word, excel, PowerPoint.

  • Must also possess solid oral communication skills, and written communication skills

  • Must have excellent project management, time management and organizational skills

  • Specialized training formal education in DOT safety preferred but not required

Solutions-based assessment and leadership of work in progress to identify the smartest way to safely accomplish the work. The Safety Manager provides direct leadership to ship yard personnel to ensure that daily work activities are accomplished consistent with our safety vision and applicable regulations. Responsible for emergency preparedness, evacuation procedures and development, implementation and compliance with work safety and ergonomic standards. Responsible for creating, maintaining and issuing reports to operations that provide visibility into safety outcomes. Responsible for leading the efforts during regulatory inspections and investigations. Must also represent company interests with customers as necessary. ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES: (This list is not intended to detail all aspects of the assigned work but is representative of the jobs overall responsibilities) * Guides and promotes safe work performance by developing safety systems, policies and procedures; develops safety campaigns and communications that are consistent with our safety objectives. * Reinforces safety policies by conducting audits, reporting statistics and counseling managers and employees. * Identifies and anticipates safety, health concerns and hazards by surveying operational and occupational conditions, rendering opinions on new equipment and procedures, investigating violations and recommending preventative programs. * Provides critical support to project management and fabrication teams with regard to customers with unique safety requirements. * Daily interaction with facility medical center to ensure Vigor and subcontractor employees receive appropriate care and follow-up. * Promotes a safe environment by coordinating and cooperating with local, state and regional safety groups and agencies; acts as liaison with Port of Portland, Coast Guard, OSHA and other regulatory agencies. * Supports company-wide and project objectives. Rewrites and updates procedures and process memorandums as necessary. * Manages the Marine Chemist and Shipyard Competent Person Programs. * Oversees and coordinates the OSHA required Safety Committee. * Identifies the need for, supervises and conducts safety training programs. * Provides by direct intervention, and skilled leadership, accident investigation and follow up including root cause analysis and prevention. * Facilitates health and safety ownership by the line organization through integration of the Health and Safety Management System. JOB SCOPE: This position is the safety leader for our Portland facility and as such, is expected to exercise judgment and a level of credibility consistent with that role. Will directly supervise the work activities of safety staff and coordinate thoughtful solutions with project management teams while maintaining regulatory compliance. Must have a good command of regulatory requirements and experience in creating policies consistent with that knowledge and sound production processes. SUPERVISORY RESPONSIBILITY: The Safety Manager directly supervises the location based Ship Yard Competent Person team. The position determines the direction and priorities for all safety activities and employees in the Portland facility. While not directly responsible for managing employees outside of the Safety unit, the necessity for effective influencing across functions is a significant requirement for the Safety Manager. INTERPERSONAL CONTACTS: This position interfaces with employees at all levels of the company. The Safety Manager is required to clearly articulate at the strategic level with business unit managers while communicating at the detailed level with employees conducting the work. Must also interface with all levels of regulators. A combination of experience and education that would likely provide the required knowledge and abilities is qualifying. PHYSICAL DEMANDS: Work is conducted in a dynamic, fast-paced office setting with moderate to loud noise levels from production activity in the shipyard. Will be required to be in production areas in yard and on board ships. Must be able to walk to and from job sites. Must be able to frequently climb inclined stairways and vertical ladders. May be required to work more than 8-hour shifts and weekend work. May be required to lift up to 20 pounds. Local travel up to 10% of the time.
