POSITION: Transportation Project Manager

Baxter & Woodman has a rewarding opportunity for a highly motivated transportation engineer looking for career advancement, in our Peoria, Illinois office. This position will primarily consist of design leadership and development of a variety of transportation projects for State, County, and Local Agencies. Experience in leading pursuits and management of transportation design projects is required. This team orientated position will include working with Baxter & Woodmans diverse disciplines and offices.


  • Assist with business development opportunities for transportation and infrastructure projects in our Peoria region, including IDOT District 2 and District 3 project pursuits.

  • Manage/Complete engineering plans and specifications production using IDOT Standards.

  • Manage/Complete Federal Aid Phase I and II projects for a variety of clients.

  • Lead a variety of projects and study types including roadway, underground utility, drainage, traffic, and infrastructure improvements.

  • Complete general civil engineering services for municipal, county and state clients.


  • B.S. degree in Civil Engineering

  • 10+ years in roadway and infrastructure design experience using IDOT Standards

  • Microstation/Geopak capabilities preferred with an understanding of IDOT work flow

  • Ability to travel throughout Baxter & Woodmans service area (own transportation)

  • Ability to independently handle a variety of ongoing tasks and responsibilities

  • Strong written, verbal, computer, leadership, and organizational skills

  • Existing client network a bonus

  • Self-motivated requiring minimal oversight

  • Ability to attend client meetings and marketing functions, occasionally at night

  • Licensed Professional Engineer

  • Work within a Team-first culture that encourages individual development and accomplishment of goals

Caterpillar Defense currently has an opening for a Program Manager located in Peoria, Illinois. This position will be responsible for managing complex Marine engine programs involving Caterpillar, the U.S. Government suppliers, and shipyards. Job Duties/Responsibilities may include, but are not limited to: * Manage complex programs, which are long term in nature for the purchase of assigned Caterpillar products by the U.S. Government and typically involve significant modifications to commercial products * Coordinate internal engineering, manufacturing, purchasing groups, suppliers, dealers, shipyards, and the various government agencies to win business and then execute the contract to maximize OPACC while maintaining maximum customer satisfaction * Serve as the primary customer focal point to resolve problems before, during, and after installation by providing specific direction for the performance of all work * Provide the lead direction in the company effort for major proposals including scope of supply, suppliers, exception to terms, influencing establishment of prices and negotiating final contract agreements * Develop specific plans for program execution and monitor actual performance * Negotiate changes to programs including cost, price, supplier selection, etc. * Direct changes required due to performance or reliability problems * Provide input into departmental marketing strategies for assigned products and markets * Develop, implement, and achieve annual business plan including revenue, COS, direct costs, and accountable profit. Identify product opportunities and determine technology enhancements which offer cost/value for the customer * Negotiate contracts with the military buying commands * Direct the activities of the Program Team within Defense Products and applicable Caterpillar product groups and suppliers. Determine the scope of work (SOW) including costing and pricing. Manage SOW creep and negotiate changes. * Select, negotiate, and administer agreements * Review and approve dealer and supplier invoices Typical major internal customers include employees from two or more work groups in a Division. External contacts include various companies who purchase products and services offered by Caterpillar. The position is challenged to carefully evaluate problems and review a large number of possible solutions before selecting one option. Problems may be complex and can require the incumbent to develop solutions. The incumbent sets priorities and establishes a work plan, utilizing Microsoft Project, in order to complete broadly defined assignments and achieve desired results. Impacts key quality goals including Customer Satisfaction, Continuous Improvement, Timeliness, Accuracy, Efficiency, Cost Savings, Process Quality, etc. The position monitors adherence to quality standards and develops action plans for addressing below standard performance. The position is required to travel frequently; up to a full week a month. Qualifications Basic Qualification: * College or university degree required preferably electrical or mechanical engineering * 9+ years of progressively responsible job-related experience * Thorough knowledge of company marine engine products, product applications, merchandising programs, government contracts and federal acquisition regulations * Experience with or understanding of supplier development initiatives is important * Dealer operations, mechanized claims forms processing, and service data systems familiarity may be required Top Candidates will also have: * Good human relation skills are required to develop a cooperative work relationship with others inside and outside the department * Previous Marine Engine business experience NNPI -- This position involves work subject to restrictive U.S. government regulations. Applicants must be U.S. citizens, not hold dual citizenship with another county, and present evidence of their citizenship. Applicants must pass a U.S. government background check and be able to obtain a U.S. security clearance.
