Transportation Planner - Public Works

Purpose of Classification:

The purpose of this position is to support multimodal transportation planning for the City of Sandy Springs Public Works Department. This includes analyzing data, collecting feedback from stakeholders, assisting in identifying transportation needs, and prioritizing projects and policies to properly address those needs.

This position supports transportation planning projects and serves as a liaison between different disciplines, departments, external agencies and the public. This position also communicates findings and technical information to public works and other City staff.

Essential Functions:

  • The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Supports multimodal transportation planning tasks associated with a 100,000+ population suburban city, which includes field research, data collection and analysis, documentation, public outreach and communications, interagency coordination, and interdepartmental coordination.

  • Supports preparation of transportation grant applications to regional, state, and federal agencies for City transportation projects.

  • Prepares technical transportation analyses to include data collection, needs assessment, analysis, synthesis, and preparation of alternatives in order to address transportation needs in the City and prioritize projects and policies to properly address those needs.

  • Prepares and develops multimodal transportation recommendations for inclusion in the City's annual capital budget and 5-year Capital Improvement Program (CIP).

  • Interprets complex data and review reports including Traffic Engineering Studies and travel demand forecasting, Geographic Information System (GIS) socioeconomic and demographic analyses, and other transportation analyses.

  • Coordinates with outside consultants for planning projects and participates in procurement activities for transportation planning studies.

  • Supports relationships with other local, state, and federal transportation organizations and agencies including neighboring jurisdictions, the Perimeter Community Improvement District (PCID), the Atlanta Regional Commission (ARC), Georgia Department of Transportation (GDOT), Metropolitan Atlanta Rapid Transit Authority (MARTA), Georgia Regional Transportation Authority (GRTA), State Road and Toll Authority (SRTA), and Atlanta-Region Transit Link Authority (ATL).

  • Serve as a liaison between different disciplines, departments, external agencies and public.

  • Communicates findings and technical information to public works and other City staff and assists in preparation of written documentation and presentations to City Management and Council.

  • Provides customer service to internal and external stakeholders.

Additional Functions:

Performs other related duties as required.

Minimum Qualifications:

Bachelor's Degree in a social science field, architecture, landscape architecture, engineering or related field. Three (3) years of experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license. Certification from American Institute of Certified Planners (AICP) is desired.

Specific Knowledge, Skills, or Abilities: Knowledge of project management process and software.

Skill in project management, critical thinking, and creative thinking. Skill in communication, both verbally and in written form. Ability to break down complex data and reports to communicate effectively with decision makers, colleagues, and the general public. Ability to synthesize information from a wide variety of sources to inform decision-making.

Ability to use personal computer and software applications for creating spreadsheets, correspondence, presentations, reports, databases, etc. Proficient in spelling, punctuation, and grammar. Knowledge of a variety of office equipment such as facsimile machines, photocopiers, and multi-line telephone systems.

Ability to operate a motor vehicle.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; the ability to interpret graphs; and the ability to perform and direct statistical analysis.

Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness, and creativity in critical and/or unexpected situations involving moderate risk to the organization.

ADA Compliance:

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials up to 20 pounds. Tasks may involve extended periods of time at a keyboard or workstation.

Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.

Schedule

  • Normal workday is 8:00 am to 5:00 pm Monday through Friday

  • Provides Emergency Operations Center support, as needed
