Position may be filled at the entry or senior level, depending on qualifications and department needs.

The City of Littleton has an opening for a new Transportation Planner responsible for participating in a variety of local and regional transportation planning activities, including transportation master plans, comprehensive plans, corridor and streetscape studies, bicycle and pedestrian plans, and long-range capital plans. The Transportation Planner will represent and promote the city's interests with local, state, and federal agencies on regional transportation planning, and will facilitate community outreach efforts and represent the city on technical and policy advisory groups.

This role establishes and maintains vision, leadership, facilitation, coordination, and consults with key stakeholders to address policy, systems, strategies, and projects that improve and expand opportunities for safe and efficient multimodal transportation.

The ideal candidate is organized and resourceful, with a background in municipal transportation systems. Diplomacy, attention to detail, and the ability to create a plan that engages and appeals to all forms of transportation users will be a driving force for this position. Experience in grant writing and graphic design will be an asset to this role.

The City of Littleton is planning to undertake several corridor safety and school zone studies, design and construct over $50M in transportation infrastructure projects, and managing more than twenty grant projects over the next three years. This role will support initiatives across the city aimed at improving operations, safety, and accessibility for all modes of transportation.

Starting pay range for Transportation Planner $86,000 - $95,00 per year

Starting pay range for Senior Transportation Planner $96,500 - $106,700 per year

This full-time position is exempt per FLSA and is not eligible for overtime compensation.

Work Schedule: This is a full-time position and has the option to work a hybrid schedule with some days teleworking and some days working in person at the office.

Essential Duties & Responsibilities

• Collects and analyzes crash data, traffic counts, and pedestrian/bicycle counts, and develop plans and policies to improve safety.

• Performs population, land use, employment, economic base, transportation, and other specialized studies of the city and adjacent areas related to transportation planning.

• Inventories and assists in the mapping of multimodal facilities; develops multimodal improvement plans and other programs to increase the ease and safety of walking and bicycling in the community.

• Forecasts the effects of road improvements, land use changes, policy changes, and/or public transport systems.

• Performs field work, technical analysis, street design, public education, project management and interdependent coordination around multimodal mobility planning, engineering and urban design.

• Performs travel demand modeling, operational analysis studies, and support for transportation planning studies at the regional, system, corridor, and project levels. Analyzes, evaluates, and documents transportation project needs and costs.

• Develops recommendations for transportation policies, plans, and projects for highways/roads, maintenance, asset management, traffic congestion, traffic safety, public transit, parking, and bicycle and pedestrian facilities.

• Analyze land use policies, environmental impact of projects, or long-range planning needs.

• Facilitates and develops a variety of transportation planning documents, such as the city's Transportation Master Plan, Corridor Plans, Access Management Plans, Capital Improvement Plan, and traffic studies.

• Prepares federal or state grant funding requests for local transportation projects. Reviews plans to ensure compliance with federal and state requirements.

• Serves as project manager or deputy project manager on a variety of transportation projects.

• Serve as the staff liaison to the city's Transportation Mobility Board.Prepare agendas, meeting materials, coordinate speaker presentations; assist with Board communication to City Council.

• Collaborates interdepartmentally around capital projects, construction management, operations and maintenance activities, traffic calming installations, multimodal facilities, and signal operations.

• Represents the department and serves as liaison to a variety of departments, commissions, committees, and agencies; provides presentations to commissions, committees, neighborhood groups, agencies, and others.

• May serve as an Emergency Worker.

• Performs other similar assignments and projects as required.

Additional Duties & Responsibilities for Senior Transportation Planner:

• Manage short- and long-term transportation and mobility pilots, projects, plans, programs, studies, and initiatives to improve the transportation system.

• Manages the city's intergovernmental relationships, and promote the city's interests across local, state, and federal agencies on regional transportation planning and grant acquisition.

• Provides support to City Council members participating in regional transportation roles.

• Analyzes information related to transportation, such as land use policies, environmental impact of projects, or long-range planning needs; identifies problems and potential solutions; evaluates alternatives; makes recommendations for policies, plans and projects; prepares reports of findings; and participates in implementation of adopted solutions and projects.

• Facilitates communication about projects and policy matters by conducting meetings with elected and appointed officials, other city departments, regional partners, members of the public, and neighborhood organizations; participating in developing and conducting citizen involvement/public participation events to explain policies and procedures.

• Review and comment on capital project and community development proposals regarding compatibility with transportation system plans, activities, and programs.

• Responds to request for information from the public regarding traffic complaints and requested changes to roadway characteristics.

Minimum Qualifications

Minimum Qualifications for Transportation Planner Level:

• Bachelor's degree in Transportation Planning, Urban Planning, Transportation/Civil Engineering or a directly related field; and

• Two (2) years of progressively responsible professional transportation planning experience principally at the municipal level; or

• An equivalent combination of education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position.

• Must have a valid driver's license.

• Must be able to pass a pre-employment criminal background check and motor vehicle records check.

Minimum Qualifications for Senior Transportation Planner Level:

• Bachelor's degree in Transportation Planning, Urban Planning, Transportation/Civil Engineering or a directly related field; and

• Five (5) years of progressively responsible professional transportation planning experience principally at the municipal level; or

• An equivalent combination of education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position may be considered.

• Must have a valid driver's license.

• Must be able to pass a pre-employment criminal background check and motor vehicle records check.

Preferred Qualifications:

• Experience with the creation and implementation of multimodal safety improvements and related community engagement.

• Experience with Adobe Suite and GIS.

• Experience with grant writing and management.

• Experience with local, state and Federal transportation agencies and various funding programs.

Knowledge, Skills, Abilities

• Strong project management skills including delegation of assignments, management of budgets, and document production.

• Familiarity with local, state and Federal transportation agencies and various funding programs.

• Knowledge of principles, practices, and techniques of developing, implementing, and maintaining transportation plans, programs, projects, and associated funding requests and grant applications.

• Knowledge of the principles and practices of urban planning, regional planning, community redevelopment, transit-oriented development, transportation planning, construction, project administration and policy development.

• Knowledge of multimodal transportation modes including rail, bus, bicycle, and pedestrian transportation. Considerable experience with transportation and mobility planning and urban design for all modes of transportation.

• Ability to create and lead stakeholder engagement programs and strong writing skills.

• Knowledge of city or municipal zoning, subdivision, and comprehensive planning methods, principles, and practices.

• Ability to understand project plans and follow the development review process.

• Knowledge of principles, practices, and techniques of project management, land development and transportation planning.

• Knowledge of state and federal rules and regulations relating to transportation planning.

• Knowledge of regional travel demand modeling techniques, emerging mobility trends, and policies.

• Knowledge and skills in GIS, spatial analysis, and statistical data analysis, and the ability to use statistical methodologies to gather and analyze socio-economic, land use, and other types of planning data.

• Knowledge of software programs, including Microsoft Office and Adobe Creative Cloud.

WORKING ENVIRONMENT & PHYSICAL ACTIVITIES:

• Requires ability to work in adverse weather conditions. Work performed in the field involves traveling to neighborhoods, construction sites, and proposed development locations throughout the city, and meeting with citizens.

• Ability to drive city vehicles assigned to the position; lift, carry, or push objects weighing up to 25 pounds with or without assistance.
