Job Summary:

Under the direction of the Senior Urban Transportation Planner, the Transportation Planner assists the development of transportation plans, projects, and policies, performs research and analyses of current and proposed transportation facilities, and provides information and recommendations to local and regional stakeholder groups. The Transportation Planner ensures all modes of transportation are properly evaluated during the development review process; and plays a crucial role in managing the collection and reporting of identified performance measures for our current infrastructure. The Transportation Planner is a subject matter expert on GIS data related to the transportation infrastructure lifecycle and is instrumental in maximizing the effectiveness of our GIS through data design, maintenance, and sharing.

Experience, Knowledge, Skills:

Minimum Requirements

  • Bachelor's degree in urban planning or related discipline

OR

  • An equivalent combination of education, certification, training, and/or experience may be considered

Preferred

  • Master's degree in urban planning or related discipline

  • Two (2) or more years of experience in planning and zoning

  • Technical expertise in transportation planning and design

Knowledge, Skills, and Abilities

  • Knowledge of the planning principles, practices and procedures as they pertain to the performance of the essential duties of position.

  • Knowledge of transportation planning, parking planning and comprehensive planning.

  • Knowledge of Geographic Information Systems (GIS) programs and applications.

  • Knowledge of principles, methodology, practices of research and data collection.

  • Knowledge of relevant Federal transportation programs.

  • Ability to organize work for timely completion and work with minimal supervision.

  • Ability to work on several projects or issues simultaneously and prioritize accordingly.

  • Ability to use critical thinking skills to arrive at solutions and suggest improvements to processes.

  • Ability to learn new technology and use effectively including but not limited to Microsoft Office and GIS,

  • Strong technical writing and interpersonal skills.

  • Effective written and verbal communication skills.

  • Ability to establish and maintain effective and cooperative working relationships with those contacted in the course of work.

Travel:

  • Approximately 10% travel may be required

Essential Functions:

  • Participate in the analysis and implementation of transportation efficiencies and/or enhancements throughout the organization.

  • Assist in the development of long-range plans for all modes of transportation.

  • Work with staff and consultants on corridor studies and corridor planning.

  • Write and present formal and technical reports and working papers.

  • Participate in public meetings or hearings to explain planning proposals, to gather feedback from those affected by projects, or to achieve consensus on project designs.

  • Coordinate with the Colorado Department of Transportation (CDOT), surrounding communities, and the North Front Range Metropolitan Planning Organization (NFRMPO) on any policy or project that affects the City of Greeley.

  • Assist in reviewing traffic impact analysis requirements for development applications.

  • Use Geographic Information Systems (GIS) software, spreadsheets, and other databases to compile, query, analyze, and interpret transportation related items (i.e. on-street and off-street parking, traffic volumes, travel delay, etc.).

  • Conduct research and analyze information related to transportation (demographic information, land use policies, environmental impact of projects, long-range planning needs, transportation-system-performance, and transportation-behavior) for policy recommendations.

  • Manage collection and analysis of data related to transportation performance measures through a variety of methods.

  • Recommend transportation system improvements or projects, based on economic, population, land-use or traffic projections.

  • Prepare reports or recommendations on transportation plans.

  • Other duties as assigned.

  • Employee is subject to working alone, with groups, and/or attending meetings.

  • May be required to conduct business in alternate locations within City buildings or field sites, sometimes in formal settings.

  • May be required to work extended hours in the evening, holidays, or weekends.

  • Frequent interruptions and be required to manage competing priorities with inflexible deadlines.

  • Frequent participation in meetings.

  • Frequent contact occurs with employees and the public, in person and on the telephone.

  • Frequently is required to sit and talk or hear customers.

  • Ability to manage competing priorities with frequent interruptions and an expected high level of accuracy in work is expected.

  • Work is safe to having minimal hazards that are typically found in a general office environment where there is rarely little or no exposure to injury or accident.

Physical Requirements:

  • Ability to sit, use hands to finger, handle, or feel, reach with hands and arms, and talk or hear.

  • Employee is required to have close visual acuity to perform an activity such as: preparing and analyzing data/figures; transcribing; viewing a computer terminal; extensive reading of printed materials; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices--graphs and gauges; and/or assembly or fabrication of parts at distances close to the eyes.

  • Employee is required to have visual acuity for close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

  • Employee is required to have visual acuity to perform an activity such as: operating machinery where the seeing job is at or within arm's reach and to operate motor vehicles or heavy equipment.

  • Employee is required to have visual acuity to determine the accuracy, neatness, and thoroughness of the work assigned or to make general observations of facilities or structures for inspection purposes.

  • Moderate to considerable physical effort that includes working from ladders in awkward positions, frequent use of light or medium weight objects (e.g., 30 lbs) and use of medium weight tools; walking on uneven ground or having to climb, balance, stoop, kneel, crouch, crawl, and reach while performing duties; entering/exiting manholes or vaults; walking near or across rivers and ditches; working in all weather conditions at times of excessive temperatures of heat and extreme cold, working in or near moving traffic with appropriate traffic control set up;

  • The essential functions of this job require frequent balancing, bending/stooping, carrying/lifting light to heavy objects, climbing, fingering, grasping, repetitive motion, hearing, sitting, standing, talking, and walking. Occasionally the employee will be required to pull, push, reach, feel temperature, and kneel.
