ATTENTION ALL ALASKA RESIDENTS!

The Department of Transportation and Public Facilities (DOT&PF) Program Management and Administration is looking for a Transportation Planner 1 (STIP Coordinator) to help us Keep Alaska Moving!

What you will be doing:

The incumbent of this position specializes in the federally required multimodal Statewide Transportation Improvement Program (STIP). As the STIP Coordinator, the incumbent must exercise discretion, good judgment, and sound interpretation of planning policies, statutes and regulations. The incumbent must develop a comprehensive understanding of the relationship among the department's capital budget, STIP, federal funding for the STIP, planning organizations involved with the STIP, and be responsible for ensuring the STIP adheres to state statutes and federal requirements. The incumbent recommends whether or not the department can self-certify that the STIP and STIP modifications meet all federal and state requirements. Also, the incumbent manages the STIP project data, performing regular quality assurance and control procedures to ensure data integrity at all times.

The working environment you can expect:

This position is located in the DOT&PF Headquarters in Juneau, at the 3-mile building on Channel Drive, in a comfortable office environment. Ample parking is provided as well as great break time walking with beautiful channel views. Microsoft Teams is currently being utilized in lieu of many in-person meetings for peer-to-peer communications and staff meetings.

Minimum Qualifications

Any combination of education, certification, and/or experience that provides the applicant with competencies in:

  • Budget Administration: Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.

  • External Awareness: Understands and keeps up-to-date on local, national, and international policies and trends that affect the organization and shape stakeholders' views; is aware of the organization's impact on the external environment.

  • Landscape Architecture: Knowledge of the concepts, theories, and practices used in the planning, designing, construction, and adaptation of outdoor features, taking into consideration recreation planning, requirements, aesthetic value, and compatibility with other developments and resources.

  • Transportation: Knowledge of principles and methods for moving people or goods by air, rail, sea, or road, including costs and limits.

  • Transportation Engineering: Knowledge of the concepts, principles, theories, and methods applicable to planning, designing, and constructing of transportation systems including traffic analysis, signal analysis, highway capacity, pavement design, bridge construction, planning of transportation projects, environmental analysis of transportation facilities, and transportation network analysis.

Equivalent to those typically gained by:

Post-secondary education in urban, regional, transportation, or landscape planning;

AND/OR

Experience, which involves some combination of the design of research projects, setting standards for technical adequacy, and/or coordinating the planning contributions of lower level planners or other agencies, in environmental, transportation, or community development; architecture; civil engineering; landscape architecture; urban design; historic preservation; geography; geographic information systems; housing administration; grant administration; accounting; business management; or research.
