JOB TITLE: Transportation Manager

REPORTS TO: Superintendent

GENERAL DUTIES SUMMARY:
Assigned to the District Administrative Team. Supervises, directs, and coordinates all components of transportation for students with special needs and also coordinates all other transportation services with the District's student transportation contractor to ensure all student transportation needs are met. The Transportation Manager also supervises other classified staff assigned to them including the mail department, textbook pickup services, and District courier services.

REQUIREMENTS & RESPONSIBILITIES

Ensures safety and efficient transportation of approximately 7,100 students to and from school daily.
Determines school bus routes for both District operated and contracted transportation including but not limited to: home to school routes, field trips, overload trips, activity trips, and summer programs.
Serves as District liaison with student transportation contractor.
Reviews bus routes and bus stops for safety; utilizes automated routing system.
Ensures work procedures and schedules are created and followed; expedites workflow in transportation areas.
Issues written and oral instructions, directives and establishes administrative procedure for clerical operations.
Oversees compliance with minimum driver standards according to state law and district policies and procedures.
Studies and standardizes procedures to improve efficiency of subordinates. Sets individual performance goals for employees and monitors progress of employees.
Evaluates, guides, directs, and trains staff. Develops and implements programs of assistance for workers who fail to meet District standards.
Maintains harmony among workers and resolves grievances in accord with contractual agreements.
Resolves issues with employees, students, patrons, and staff regarding transportation services utilizing effective interpersonal skills.
Assures compliance with all safety and emergency transportation procedures and protocols.
Coordinates maintenance of District owned buses and vehicles.
Compiles and files all necessary state and federal reports.
Advises Superintendent of road hazards and conditions related to inclement weather.
Manages a budget of over $5 million. This consists of the student transportation services contract, District transportation personnel, and transportation operations including the purchase and maintenance of District buses.
Completes other responsibilities necessary to meet the transportation goals of the District.

SUPERVISORY RESPONSIBILITIES
Manages/supervises approximately twenty employees in the transportation and courier departments. Responsible for the overall direction, coordination, and evaluation of the transportation department.
Carries out supervisory responsibilities in accordance with the organization's policies, applicable laws, and collective bargaining agreements.
Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

CERTIFICATES, LICENSES, REGISTRATIONS REQUIREMENTS

Commercial drivers license class B
Certified Driver Trainer by the Oregon Department of Education.
Certified Driver Classroom Instructor by the Oregon Department of Transportation

QUALIFICATIONS

Bachelor's degree (B. A.) from four-year college or university; or one to two years related experience and/or training; or equivalent combination of education and experience.

Language and Math Skills
Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents.
Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the community.
Ability to write speeches and articles for publication that conform to prescribed style and format.
Ability to effectively present information to top management, public groups, and/or boards of directors.
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.
Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Performance of this job will be evaluated in accordance with the Manage/Confidential Agreement and Board Policy.

TERMS OF EMPLOYMENT
This is a 12-month position assigned to the classification of the Manager/Confidential Agreement salary schedule. Terms and conditions of employment are established by the Manager/Confidential Agreement.
