Position Summary:

The purpose of this position is to manage the daily operations, services, and development of the City's transportation division.

Position Scope:

This is a first line supervisor and an Essential Personnel position.

  • Develops and implements policies, procedures, and performance standards for all areas of shuttle operation.

  • Directs and supervises daily operations and quality of services.

  • Plans transportation routes, work assignments and equipment allocations to meet operational goals, including daily shuttle service within the City, surrounding areas, and for City sponsored events and activities, as needed.

  • Supervises personnel in the performance of operational duties.

  • Ensures services are delivered in accordance with policies, procedures, and performance standards.

  • Coordinates and conducts personnel recruitment, training and orientation.

  • Ensures compliance with all Federal, State, County and local regulations related to operation of a public transit program, including management of the System Safety Program and the Security Program Plan.

  • Coordinates fleet management and maintenance with City's fleet division.

  • Analyzes and implements changes as required to ensure efficiency and effectiveness of transit service.

  • Responds to inquiries concerning the transportation division and its services. Resolves passenger complaints.

  • Dispatches personnel and vehicles in response to reports of emergencies.

  • Maintains documentation and prepares reports on service and equipment, including vehicle inspections, mileage, travel time, ridership, accidents, injuries and incidents.

  • Routinely inspects vehicles according to Maintenance and Safety standards and procedures ensuring proper working condition.

  • Builds and maintains positive working relationships with co-workers, other employees, and the public using principles of good customer service.

  • Coordinates with media division to implement marketing, public relations and promotional services of the SIBshuttle.

  • Conducts surveys of shuttle ridership and community to monitor efficiency and effectiveness of services.

  • Develops, monitors and adheres to budgets and fund allocations; has full responsibility for the implementation, revision and compliance review of assigned budgets inclusive of funding reports required by other governmental agencies such as the Office of the Citizens Independent Transportation Trust.

  • Identifies and makes recommendations on any cost control measures in the delivery of all services under his/her area of responsibility.

  • Establishes and maintains local, regional, and national transit contacts beneficial to the City.

  • Assists Director by coordinating with FDOT, MDT, FTA and other funding or permitting agencies.

  • Research new funding sources and applies for additional funding to assist with capital and operating needs.

  • Manages and monitors security cameras, app software, and passenger counters to ensure the highest level of quality services are being provided.

  • Serves as the liaison between the City and the Office of the Citizens Independent Transportation Trust.

  • Performs other related duties as assigned.

Knowledge, Skills and Abilities

  • Knowledge of shuttle operation and fleet management practices, policies, and procedures, legal requirements of managing a transit system including: operations, equipment, and safety requirements. Understanding of service contract specifications, funding and permitting agencies, route management and scheduling, marketing and public relations methods, management, and supervisory practices and budget management.

  • Ability to develop and implement policies, procedures, and performance standards, manage, supervise, and train personnel; ability to operate shuttle system and equipment during emergencies and to coordinate maintenance as needed; communicate professionally with employees of all levels, service providers, City officials, and the public, develop and administer budgets, conduct surveys and research, compile and analyze data, prepare reports and maintain records, make oral presentations, prepare and monitor budgets. Skills in management and supervisory practices, public relations, oral and written communication. Ability to supervise the work of others in a manner conducive to full performance and high morale.

Minimum Requirements

Required Education & Experience:

  • Bachelor's degree in Public Administration, Business Administration or related field preferred.

  • Five (5) years of progressively responsible transportation systems experience, with two (2) years at a supervisory/management level.

  • Valid Florida Driver's License.

Licenses and/or Certifications:

  • Possession of a valid Florida Class "B" Commercial Driver's License (CDL) with Passenger Transport Endorsement.

On a continuous basis, sit at desk and/or stand for long periods of time. Frequently required to operate a motor vehicle. Frequently required to see, hear and talk with employees and the public. Frequently required to read and/or present documents, write or use keyboard to communicate through written means. Frequently required to climb or balance, stoop, kneel, crouch, taste, or smell. Intermittently twist and reach office equipment and field equipment and tools; on occasion lift or carry weight of up to 50 pounds. Frequently exposed to wet and/or humid weather conditions, mechanical moving parts, vibration, high places, fumes and/or airborne particles, chemicals, loud noise, and risk of electric shock. Specific vision requirements include close vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Additional Information:

  • There is a one-year probationary period.

  • It is the responsibility of the incumbent to maintain their licenses and/or certifications as a job requirement.
