POSITION HIGHLIGHTS

• Full Time, 40 hours per week averaged over an 8-week cycle

• Shifts may vary to accommodate this average of 40 hours per week

• This posting may be used for future positions in Highway Operations, for up to one year, to fill other shifts as they become open. The schedule for those would be provided when offering the position

SHIFTS

As stated above, the available shift averages 40 hours per week over an 8-week period. The workday varies from 9 to 9.25 hours in order to accommodate the 8-week schedule. Each work week shift is 5 days on, with 3 days off; the days off rotate on a weekly basis.

THE ROLE

The Newington Highway Operations Center (HOC) is staffed and operated 7 days a week, 24 hours a day, 365 days a year. Duties include:

• Operation of office computer systems, hardware control systems and office telephone hotline

• Coordination with outside agencies

• Preparation of incident reports and requests for DOT assistance

• Activation of emergency response protocols and plans for major incidents on state highways and secondary roads that affect public safety

• AMBER Alert activations, monitoring and control of traffic video cameras, electronic highway signs, traffic signal system timing plans, and web-based traveler notification systems, while using sophisticated computer software programs

• This position also handles the coordinated response of DOT crews outside normal hours, as well as dispatching of Connecticut Highway Assistance Motorist Patrol (CHAMP) service patrol vehicles and implementation of highway diversion route plans.

POSITION REQUIREMENTS

• The incumbent selected for this vacancy will be expected to work independently and without direct supervision after completion of HOC training, and is responsible for performing operational duties associated with the Department's traffic management, incident management and emergency management programs.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation and the Connecticut Airport Authority this class is accountable for performing a variety of highly skilled tasks in the construction, maintenance and repair of state roadways, roadsides, bridges, airports and other departmental facilities; operates and maintains highly complex mechanical equipment; may serve as trainer.

EXAMPLES OF DUTIES

The following is a listing of examples of trucks, equipment, tasks or related duties, the operating, maintenance, or performing of which are considered to be the responsibilities and duties of positions in this class:

TRUCKS:

• Low bed type trailer tractor;

• Hydraulic platform crane;

• Tractor trailer with tilt trailer or twenty (20) cubic yard dump trailer;

• Center Line Marking Machine (Truck);

• Ten (10) wheel, GVW of fifty eight thousand (58,000) pounds and eight hundred (800) gallon tank;

• Track-mounted skid steer with various attachments including but not limited to:

• Backhoe;

• Miller;

• Forestry;

• Glycol vacuum scrubber with eight (8) foot pickup header;

• Payloader with snow pusher;

• Airfield deicing truck with forty-five (45) foot spray boom;

• Double Wing Truck (Driver).

EQUIPMENT:

KNOWLEDGE, SKILL AND ABILITY

• Considerable knowledge of

• the construction, maintenance and repair techniques of roadways, roadsides, bridges or airports;

• the processes and materials used in the construction and maintenance of highway and bridges or airports;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Three (3) years of experience in the construction, landscaping, commercial driving, snow plowing, maintenance and repair of roadways, roadsides, bridges or airports, in work involving the operation and care of mechanical equipment or work in one of the recognized maintenance trades.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in the operation of complex equipment or the performance of skilled tasks.

NOTE: For state employees this experience is interpreted at the level of a Transportation Maintainer 3.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

Graduation from a vocational or technical school with a diploma designating completion of the subject requirements in one of the maintenance trades may be substituted for two (2) years of the General Experience.

PREFERRED QUALIFICATIONS

• Knowledge and experience in Microsoft products including Office, two-way radio systems, video control systems, office equipment

• Experience in customer service, documenting and addressing emergency phone complaints

• Experience working in an emergency situational environment, activation of emergency response protocols and implementation of highway diversion route plans and accident response plans, in an office setting

• Experience in coordination of plans for major incidents on state highways and secondary roads

• Strong verbal and written communication skills

• Experience in working independently

• Understanding, interpreting, and applying Standard Operating Procedures (SOP) and policies pertaining to the Department

• Experience handling high volume of calls promptly and professionally

• Experience maintaining accurate records of customer interactions and transactions

SPECIAL REQUIREMENTS

• Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.

• Incumbents in this class must be willing to accept assignment to emergency duties, including snow and ice removal whenever their services are needed.

CHARACTER REQUIREMENTS

At state airports: In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.

PHYSICAL REQUIREMENTS

• Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
• A physical examination may be required.

WORKING CONDITIONS

• Incumbents in this class are exposed to extremes of weather conditions, to frequent lifting of heavy weights, to highly dangerous road and traffic conditions, including exposure to heights when working on bridges, to poison ivy, insect bites and allergy irritants during summer months, and to loud and potentially dangerous machinery.

• The appointing authority may require completion of an asbestos removal program consistent with EPA guidelines for operations and maintenance during employment in this class. Incumbents may be required to use protective equipment such as respirators and safety goggles.
