The essential duties for this job include:

  • Develops implements, administers and markets a comprehensive Traffic Safety Program by establishing and maintaining community participation through coalition building in the corresponding counties in the Childress TxDOT District.

  • Promotes community participation in highway safety initiatives and grant funding opportunities.

  • Administers assigned projects, grants, and contracts to include analyzing, processing, negotiating, implementing, monitoring, and evaluating project's scope of work, budget, expenditures, objectives, related activities, and deliverables to include site visits to ensure compliance with state and federal regulations.

  • Reviews and approves project performance reports, requests for reimbursements, and invoices in accordance with grant or contract terms and conditions, applicable rules, regulations, policies and procedures and within established deadlines.

  • Makes presentations, develops speeches, conducts and coordinates meetings, seminars and workshops on applicable programs for various community stakeholders.

  • Must be able to stand for long periods of time, be able to lift 50 lbs, and drive personal and state vehicles to attend conferences, training, or other department business.

  • Manages a Public Information and Education (PI&E) program by coordinating and participating in traffic safety campaigns, to include local and statewide media events and proactively works with District and Division Public Information Offices.

  • Serves as liaison and contact in area(s) of expertise.

  • Keeps abreast of and ensures compliance with laws, regulations, policies and procedures, and standards pertaining to programs.

  • Performs other job-related duties as assigned.

  • Extensive knowledge of Program/Project planning, development, and management methodologies

  • Traffic Safety Programs

  • Budgeting methods and procedures

  • Applicable contract/grant/funding/project/program processes, policies and procedures

  • Establishing plans and setting objectives and goals that support overall business strategy /results; anticipating and adjusting for problems and roadblocks

  • Public relations for maintaining effective working relationships with individuals and groups

  • Overseeing and coordinating projects and program activities

  • Developing and giving presentations, expanding and maintaining community participation and interest through coalition building to educate the public to save lives by reducing crashes, injuries and deaths

Education

This job requires the following:

  • Bachelor's Degree

Work Experience

This job requires the following:

  • 4 years in grant funding administration, planning, budgeting or working with state or federal funding

  • (Experience can be satisfied by full-time or prorated part-time equivalent)

  • No supervisory experience required.

  • Relevant experience may be substituted for education on a year per year basis.

Licenses and Certifications

The following Licenses and/or Certifications are required for this job:

  • Valid Driver's License

  • Child Passenger Safety (CPS) Technician Certification

Conditions of Employment

Standards of Employment

Child Passenger Safety (CPS) Technician Certifications are not required at the time of application. As required, the CPS Technician Certifications will be issued by TxDOT at the time of hire.
