The employee supports the Division in enhancing the FHWA's stewardship, ensuring accountability of Federal funds and achieving organizational excellence in delivering the Federal-aid highway and transportation program.

Responsibilities

As a Transportation Finance Specialist, you will:

  • Assist the Team Supervisor and other staff in administering and stewarding the FHWA financial management programs in the Division Office.

  • Participate in the Financial Integrity Review and Evaluation (FIRE) program reviews. Works with the Team Supervisor and other staff in performing periodic evaluations of the State financial management program, practices, and accounting controls and procedures.

  • Verify that project agreement information submitted through FMIS complies with federal requirements and is eligible for Federal-aid participation.

The ideal candidate for this position is a highly motivated person looking to expand their knowledge and experience in governmental finance, budgets, and information control systems.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration.

TO QUALIFY FOR THE GS-7:

On Education, you must have :

  • One full year of graduate level education or superior academic achievement

On Experience, you must have at least one full year of specialized experience equal or equivalent to the GS-05, it must include:

  • Experience organizing and compiling numerical or financial data.

You can also qualify on a combination of higher level graduate education and matching experience. This experience and education must be fully documented in your resume. If using education to qualify, you must provide supporting graduate level transcripts.

TO QUALIFY FOR THE GS-9:

On Education, you must have :

  • Master's or equivalent graduate degree or

  • Two full years of progressively higher level graduate education leading to such a degree or L.L.B or J.D., if related

On Experience, you must have at least one full year of specialized experience equal or equivalent to the GS-07, it must include:

  • Experience organizing and analyzing numerical or financial data.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Salary Information: The salary range listed above includes locality pay of 15.37% and a retention incentive of 30% of basic pay that is unique to this duty location. The current starting hourly rate for this position is $20.32. The continuation of the incentive portion of this hourly rate is contingent upon annual approval and funding.
