The employee supports the Division in enhancing the FHWA's stewardship, ensuring accountability of Federal funds and achieving organizational excellence in delivering the Federal-aid highway and transportation program.

Responsibilities

As a Transportation Finance Specialist, you will:

  • Assist the Team Supervisor and other staff in administering and stewarding the FHWA financial management programs in the Division Office.

  • Participate in the Financial Integrity Review and Evaluation (FIRE) program reviews. Works with the Team Supervisor and other staff in performing periodic evaluations of the State financial management program, practices, and accounting controls and procedures.

  • Verify that project agreement information submitted through FMIS complies with federal requirements and is eligible for Federal-aid participation.

The ideal candidate for this position is a highly motivated person looking to expand their knowledge and experience in governmental finance, budgets, and information control systems.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12-31-59 must be registered for Selective Service.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE REQUIREMENT: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade requirements contained in 5 CFR 300, Subpart F.
  • GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration.

TO QUALIFY FOR THE GS-7:

On Education, you must have :

  • One full year of graduate level education or superior academic achievement

On Experience, you must have at least one full year of specialized experience equal or equivalent to the GS-05, it must include:

  • Experience organizing and compiling numerical or financial data.

You can also qualify on a combination of higher level graduate education and matching experience. This experience and education must be fully documented in your resume. If using education to qualify, you must provide supporting graduate level transcripts.

TO QUALIFY FOR THE GS-9:

On Education, you must have :

  • Master's or equivalent graduate degree or

  • Two full years of progressively higher level graduate education leading to such a degree or L.L.B or J.D., if related

On Experience, you must have at least one full year of specialized experience equal or equivalent to the GS-07, it must include:

  • Experience organizing and analyzing numerical or financial data.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Your Opportunity The role of a Transportation Designer/Engineer-in-Training is to work on smaller projects, and as a team member of a larger project under the close guidance and supervision of a senior engineer/designer. You should be able to evaluate, select, specify, and engineer systems or products for a project. You will perform a variety of tasks which may include calculations and field work. As a Transportation Designer/Engineer-in-Training, you will assist more senior engineers/designers by performing the routine aspects of civil engineering assignments, and may also assist in the analysis of proposed projects. Your Key Responsibilities * Provide design on roadway design projects for state DOT's, counties and cities * Prepare Roadway Geometric Layouts and Final Design Construction Plans * Perform CADD design of roadways incorporating NDDOT, SDDOT and MnDOT practices and procedures * Perform CADD design in Microstation/Geopak and /or AutoCAD Civil 3D as it relates to roadway design * Prepare transportation related reports including design memos and feasibility reports * Prepare project cost estimates * Prepare project specifications * Perform field construction inspection services * Perform field assistance for survey crews * Perform basic traffic analysis * Complete tasks within budget and deadline * Develop positive relationships with co-workers, clients, citizens, regulatory agencies and contractors through tactful and effective communication * Must have a good driving record and valid Driver's License * Prior to employment with Stantec, this position will require the successful passing of a drug screen Your Capabilities and Credentials * Basic understanding of general concepts of relevant areas of civil engineering design * Ability to participate and collaborate in project team setting and to engage in creative and critical thought * Understanding of civil engineering concepts and ability to effectively communicate ideas to others * Ability to interpret sketches, drawings, plans and other similar material * Requires understanding of Microsoft Office Suite, basic AutoCAD Civil 3D, Microstation, and Geopak * Developing cooperative skills in working efficiently within a team * Strong written and verbal communication skills and attention to detail Education and Experience * Bachelor's degree or equivalent in Civil Engineering * EIT or able to acquire within six months preferred * Minimum of 0-3 years of experience in preliminary roadway design and final roadway design * Field construction experience is also desired but not required Typical office environment working with computers and remaining sedentary for long periods of time.
