Job Responsibilities

Supervises staff to include preparing performance planning and evaluation documents and related personnel paperwork. Coaches, counsels, and trains employees.

Establishes and monitors work processes. Implements management policies and initiatives and promotes teamwork within the organization.

Bridge Inspection Oversight - Oversees the district bridge inspection supervisors and inspectors, inspection activities, and inspection assignments. This includes performing office and field visits to seven district inspection teams, and overseeing procurement and inspection budgets. Coordinates with district staff, such as district bridge engineer, and consultant bridge inspection staff to ensure timeliness and quality of inspections.

Manages inspection quality and requests beyond typical inspection needs. This includes, but is not limited to, consultant inspection requests, load rating requests, and scour assessment requests.

Monitors inspection reports for Federal Highway Administration (FHWA) and SCDOT requirements. Resolves issues and questions regarding inspection data and schedules, involving working through spreadsheets of data statewide. Monitors all critical findings and bridge posting forms and associated timelines. Assists in developing automated reports in inspection software for routine quality checks and resolution.

Performs QC on bridge inspection reports as needed. Monitors/conducts field evaluations on inspectors as needed.

Coordinates training for inspectors, coordinates and participates in annual QA meetings and field training with SCDOT/consultant inspectors. Participates in policy discussions and suggests changes and revisions to better meet requirements as well as provide appropriate level of oversight and guidance.

Serves in the capacity as team leader, when needed, such as routine/special inspections, weather-related events, and damage inspections. Assists quality engineers with monitoring consultant inspection selections and review of inspection reports. Coordinates with consultants to provide proper support to districts and encourage consistency.

Reviews critical findings, damage reports, and other concerns by assisting in developing repair plans or mitigation efforts. Coordinates potential mitigation with districts and the Bridge Management Office (BMO). Performs other related duties as assigned.

Minimum and Additional Requirements

A bachelor's degree in Engineering, Engineering Technology, or Construction Science and Management and five (5) years of engineering or construction management work experience; or an approved acceptable equivalence. Must be a certified NBIS bridge inspector. A valid motor vehicle operator's license is required.

The physical demands for the essential functions involves sitting or standing at a desk for extended periods of time. This position may require occasional travel.

May require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards. May be required to work outside normal business hours or respond to emergency situations.
