POSITION HIGHLIGHTS

  • Full-time, 40 hours per week.

  • Monday through Friday.

  • First Shift.

  • Centrally located in Newington, CT.

  • Applicants must be available to travel for training, conferences, meetings, field reviews, etc. both within and outside of normal working hours, when necessary.

  • A valid motor vehicle operator's license is required and must be maintained.

THE ROLE

Engineers in the Pavement Management section:

  • Provide services to assist decision makers in determining cost-effective strategies for maintaining, preserving, rehabilitating, and reconstructing the Connecticut state-maintained network of pavements.

  • Manage pavement databases that include pavement condition, pavement inventory, and pavement activity data. These databases are used within a Pavement Management System (PMS) to generate optimum strategies over the entire network for construction programs by maximizing cost-benefit ratios for given funding levels. These include the pavement resurfacing, preservation, and rehabilitation and reconstruction programs.

  • Manage project development for the Pavement Preservation Program, collaborating with engineers throughout units within the department, from project initiation through to full project establishment.

  • Review pavement condition data for the annual Highway Performance Monitoring System (HPMS) submittal to FHWA.

  • Oversee and ensure quality assurance of pavement condition data collected by the CTDOT Photolog Unit according to a federally approved data quality management plan.

  • Provide pavement data updates to FHWA each year for CTDOT's Asset Management Implementation Documentation for FHWA to perform an annual consistency review. Pavement inventory and condition data, performance projections using the PMS, gaps in targets, and pavement financial information, are all needed for the submittal, which also includes an updated pavement fact sheet each year.

  • Respond to pavement data inquiries from the executive level and public to address legislative, news related highway concerns and citizen concerns.

  • Provide state pavement performance measures for inclusion in the CTDOT Performance Measures Dashboard.

Transportation Engineer Trainees receive training to develop technical engineering skills and knowledge. After successfully completing your one-year training program, you will be promoted to the target class of Transportation Engineer 1 (Engineering). The target class has a minimum qualification of a Bachelor's degree in Engineering and one (1) year of experience in transportation engineering or transportation construction engineering. After successfully completing two years as a Transportation Engineer 1, you will be promoted to Transportation Engineer 2 (Engineering).

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation and the Connecticut Airport Authority this class is accountable for receiving training in introductory professional engineering work for the development of technical and professional transportation engineering and transportation construction engineering skills and knowledge in order to qualify for advancement in the field of transportation engineering.

EXAMPLES OF DUTIES

The Pavement Management team is responsible for compiling pavement condition information and proposing cost-effective treatment strategies to optimize investments in pavements. As a Transportation Engineer Trainee, you will:

  • Assist in developing, updating, and maintaining pavement management databases in Microsoft SQL Server.

  • Assist in performing analyses using CTDOT's Pavement Management System software called dTIMS.

  • Assist in documenting and maintaining annual pavement activity data on the state-maintained highway network (Office of Construction Capital Improvements, Pavement Rehabilitation and Reconstruction Program, Maintenance Resurfacing Program, Pavement Preservation Program, and Major Traffic Generator Permits).

  • Assist in documenting yearly construction cost data.

  • Assist in managing the interface between pavement-management data and the Department's data warehouse (including the Linear Referencing System used by Roadway Information Systems in the Bureau of Policy and Planning).

  • Assist in maintaining and improving pavement performance curves and models through analyses of historical condition, composition, and inventory data.

  • Assist in developing protocols for modifications to the PMS data and analysis procedures (tables, attributes, variables, treatment triggers).

  • Assist in preparing HPMS data for reporting to FHWA.

  • Assist in preparing pavement condition data for the annual TAMP Pavement Fact Sheet.

  • Assist in running queries in SQL Server for stakeholders.

  • Assist in performing activities according to a Pavement Condition Data Quality Management Plan (DQMP).

  • Perform pavement data acceptance checks.

  • Report pavement data quality exceptions according to a DQMP.

  • Assist in maintaining a pavement data acceptance log according to a DQMP.

KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of basic transportation engineering theories, principles and methods;

  • Skill in use of drafting and calculating instruments and other computer applications;

  • Considerable ability in performing mathematical computations, making neat and accurate drawings and preparing minor design and structural details.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Possession of a Bachelor's degree.

NOTE: If the target job classification has a Minimum Qualification that requires specific licensure and/or the Bachelor's degree to be in a specific area(s), then these specific licensures and degree areas are required for appointment to the Transportation Engineer Trainee classification. Candidates cannot be appointed until all degree requirements are complete.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • Possession of Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the General Experience requirement.

  • Possession of Engineer-In-Training (EIT) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the General Experience requirement.

PREFERRED QUALIFICATIONS

  • Possession of an accredited bachelor's degree in engineering with course work relevant to the fields of pavement engineering, pavement management, asset management, and/or statistics.

  • 3.0 or higher grade-point average in relevant engineering and statistics courses.

  • Academic, internship or work experience in the fields of pavement management, asset management, and/or statistics.

  • Academic, internship, or work experience using asset management and/or relational database management system software (RDBMS) applications.

  • Experience using Microsoft Excel, Microsoft SQL Server, Microsoft Access, and/or similar computer software, and/or in using C or C++ general-purpose computer programming language.

  • Experience with presentation skills.

  • Experience with providing verbal and written communication to a diverse population.

  • Successful completion of the Fundamentals of Engineering (FE) exam.

  • Experience in efficiently managing large workloads.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's license.

  • Incumbents in this class may be required to travel.

WORKING CONDITIONS

Incumbents in this class may be exposed to some risk of injury or physical harm from highway, construction site, or on-site environments and a moderate degree of discomfort from year-round weather conditions.
