The essential duties for this job include:

  • Analyzes and assists in the resolution of contract problems and disputes.

  • Coordinates with Area Engineers and reviews area office contract submissions.

  • Develops and/or reviews environmental documents and prepares remediation plans.

  • Interprets maintenance standards, rules, methods, procedures, practices and policies.

  • Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.

  • Monitors contractors' compliance with plans and specifications.

  • Monitors, evaluates, analyzes and makes recommendations on formal contractor claims, approval for use of consultant and/or to highway contracts.

  • Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant's performance.

  • Performs other job responsibilities as assigned.

Competencies

The required competencies for this job include:

  • Highway construction design applications

  • Construction engineering policies and procedures

  • Construction phasing and sequencing

  • Applicable testing methods, processes and procedures

  • Project changes (scope, budget, schedule, resource management) using a critical path method enterprise information system management tool

  • Critical Path Method for managing projects

  • Enterprise CPM schedule and resource management practices, procedures, and guidelines

  • Cost estimating and cost controls

  • Maintenance concepts, methods, policies and requirements

  • Risk analysis procedures and methods

Education

This job requires the following:

  • Bachelor's Degree in an Engineering related discipline

Work Experience

This job requires the following:

  • 6 years in Transportation engineering

  • Experience can be satisfied by full-time or prorated part-time equivalent

  • Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications

The following Licenses and/or Certifications are required for this job:

  • Licensed Prof Engineer

  • Safety Impact Certificate

Other Conditions:

  • Professional engineers licensed in another state, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the Texas Board Of Professional Engineers within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Serves as a project manager overseeing consultants performing advanced and complex engineering work with minimal supervision. Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements with minimal supervision. Negotiates fees, explains scopes of work and monitors consultant design contracts with minimal supervision. * Coordinates and/or monitors assigned projects/programs/plans. * Coordinates on design schematics, plans and projects. * Performs and/or coordinates the review and processing of Plans, Specifications & Estimates (PS&E) submission, special specifications or special provisions. * Performs highly advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts. * Performs highly advanced and complex planning work such as plan review, calculations and transportation planning studies. * Reviews and revises schematics, PS&E, project designs, shop drawings and field changes for traffic control devices, signals, signs, markings, detours, traffic control plans, electrical distribution and roadway lighting and traffic management systems. * Reviews, processes and certifies project design plans developed by consulting engineers. * Drives/travels to project/work locations to perform field investigations. * Performs other job responsibilities as assigned.
