Performs complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level perform work independently on assignments; however all unusual issues are referred to the supervisor.

Duties

The essential duties for this job include:

  • Analyzes and reports on routine program funding change scenarios and their impact to individual project schedules.

  • Coordinates and/or monitors assigned projects/programs/plans.

  • Develops and reviews engineering related documents, correspondence, reports and remediation plans.

  • Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.

  • Negotiates fees, explains scope of work and monitors consultant design contracts.

  • Performs complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.

  • Performs complex planning work such as plan review, calculations and assisting in transportation planning studies.

  • Represents the district/division at technical meetings and public hearings at local, state, federal and/or international levels. As required; drives to perform this task.

  • Schedules, coordinates and prepares documents for public hearings.

  • Performs other job responsibilities as assigned.

  • Geometric design relationships to traffic operations, maintenance and construction

  • Program/project planning, development and management methodologies

  • Contract development and oversight

  • Applicable laws, rules and regulations

  • Planning, coordinating and handling multiple projects within area of responsibility to meet short and long term deadlines

  • Maintaining a safe working relationship

Education

This job requires the following:

  • Bachelor's Degree in an Engineering related discipline

Work Experience

This job requires the following:

  • 5 years in Transportation engineering

  • (Experience can be satisfied by fulltime or prorated parttime equivalent)

  • No supervisory experience required.

  • Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications

The following Licenses and/or Certifications are required for this job:

  • Licensed Prof Engineer

  • Safety Impact Certificate

Other Conditions:

  • Professional engineers licensed in another state, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the Texas Board Of Professional Engineers within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

  • This is a Safety Impact position and will be subject to random drug testing.

Conditions of Employment

  • Safety Impact certifications are not required at the time of application. As required, the Safety Impact certification will be issued by TxDOT at the time of hire.

  • Must pass a drug test prior to employment for safety impact positions. Safety impact employees will be subject to additional drug and alcohol testing during employment.

  • Required to work weekends and holidays.

  • Required to work hours other than 8 to 5.

  • Required to work under exposure to inclement weather conditions.

  • Required to wear personal protective equipment provided by employer and comply with all safety requirements.
