The Opportunity
WSDOT is currently seeking a Transportation Engineer 3 in our North Central Region who will contribute to both construction and design engineering functions for all work in the Project Engineering Office (PEO). This position is required to perform in a leadership capacity for both design and construction teams. The position supports WSDOT's mission by ensuring highway construction projects are designed and built in compliance with standard specifications and contract plans. This is accomplished in design by directing and overseeing the preparation of plans, specifications, estimates, reports, and other documents that will be used to improve the safety, quality, and capacity on the State's Transportation System. This is accomplished in construction by overseeing the collection of field data, the inspection of contractor work on projects, the documenting of contract work, and coordinating work with other engineering staff in the field.
What to Expect
Among the varied range of responsibilities held within this role, the Transportation Engineer 3 will:
Prepare, update, and manage project development schedules.
Prepare and oversee the preparation of reports, contract plans, specifications, and estimates.
Report to Engineering Management and support offices on project development status, schedule, and budget.
Direct the design of complex design projects and multiple small-scale design projects simultaneously.
Perform computer aided drafting and design.
Evaluate designs requiring analysis of accident data, traffic data, hydraulics, environmental constraints, and design standards.
Serve as the Top Inspector for multiple construction projects.
Mentor Project Inspectors, inspectors, and design team members
Serve as a Project Inspector on earthwork, concrete, asphalt paving, drainage, and other duties.
Qualifications
To be considered for this opportunity, the following are required:

Experience communicating effectively to multiple audiences both orally and in writing.
Experience using standard software to prepare records, drawings, and documents.
Experience adhering to safety policies and diligence in performing work in a safe manner.
Experience serving as the Project Inspector.
Valid Driver's License.
It is preferred that qualified candidates also have:
Certification as a Licensed Professional Engineer.
Certification as an Engineer in Training (EIT), or a bachelor's degree in civil or structural engineering.
Knowledge of project development work such as: field reviews; evaluating designs; data analysis; preparing/reviewing reports, estimates, plans, specifications, and special provisions.
Proficient knowledge of project management practices.
Knowledge of basic transportation engineering principles dealing with surveying, roadway geometrics, materials testing and sampling, and computer applications (such as Microstation and In-Roads).
Experience leading, training, and coaching staff.
Knowledge of the surrounding area.
Important Notes
This position offers flexible/hybrid remote work options. Weekends and holidays may be required to respond to non-scheduled or emergency projects.
In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
The salary range listed includes the legislative approved general wage increase of 3%, effective on July 1, 2024.
