What You Will Do:

The ODOT District 12 Capital Programs Department, which includes the Planning, Design, and Construction sections, has several position vacancies that require the expertise of a professional engineer. District 12 continuously delivers a construction program that averages over $270M per year with projects that have a wide range of complexities in both rural and urban environments. TE3 - Local Public Agency (LPA) Project Management

  • Coordinate project delivery through ODOT's Project Development Process (PDP) and the Locally Administered Transportation Projects (LATP) Manual.

  • Serve as project manager on multiple LPA-sponsored projects simultaneously, including Local Let and ODOT Let.

  • Provide guidance and direction from scope development through completion of Plan, Specification, and Estimate (PS&E).

  • Manage the plan development process, which includes performing reviews (e.g. AER, Stages, etc.) for conformance with ODOT Standards and Federal compliance requirements, and documenting decision-making.

  • Assist LPA Manager by coordinating regularly with Local Public Agencies/Project Sponsors including attending meetings and site visits.

  • Review project estimates, funding participation, and TIP/STIP coordination.

  • Monitor LPA's plan delivery process, schedule, and budget.

  • Provide support with the consultant selection process.

  • Work with LPA's and internal staff on ODOT let projects to address design-related construction issues.

  • Assist LPAs with challenging design issues or unique situations.

TE3 - Hydraulics and Stormwater Management

  • Oversee or assist with the management of the district's conduit inventory and inspection program.

  • Provide technical assistance and/or perform hydrologic and hydraulic calculations for ODOT-maintained infrastructure.

  • Review stormwater management plans and hydraulic analysis reports.

  • Troubleshoot drainage concerns and respond to drainage complaints.

  • Assist with scoping, plan review, and/or design for capital improvement plans.

  • Review, manage, and submit permits involving stormwater management (e.g. ROW permit, NOI, MS4).

  • Inventory new stormwater BMPs.

  • Manage consultant contracts.

TE3 - Utility Coordination

  • Serve as Utility Coordinator on multiple projects simultaneously in design and throughout construction.

  • Review complex infrastructure plans.

  • Assist with project scope development including schedules and budget.

  • Plan, organize, and schedule meetings with consultants, property owners, utility companies, and local governments to conduct utility coordination meetings and utility relocations.

  • Take ownership of the utility relocation process throughout the project lifecycle.

  • Draft and create the utility note as needed for right-of-way certification.

  • Assist with the review and approval of permit applications.

  • Assist with railroad coordination and railroad agreements for infrastructure projects.

  • Manage or assist with subconsultant contracts and fee proposals.

  • Position duties will require both office and field work.

TE3 - Design Engineering Project Management

  • Perform project management duties and oversee the plan development of multiple construction projects simultaneously.

  • Assist with project scope development including schedule and budget.

  • Coordinate project delivery through ODOT's Project Development Process (PDP) and the Locally Administered Transportation Projects (LATP) Manual

  • Manage the plan development process, which includes performing reviews (e.g. AER, Stages, etc.) for conformance with ODOT Standards and Federal compliance requirements.

  • Coordinate and collaborate with stakeholders, local agencies, and internal staff.

  • Plan, organize, and conduct project meetings.

  • Answer pre-bid questions.

  • Address design-related construction issues.

  • Provide input for the consultant selection process.

  • Review consultant fee proposals.

TE3 - Bridge Design

  • Develop construction plans for non-complex bridge projects such as structural steel painting, wearing surface replacement, and bridge maintenance projects.

  • Oversee the plan development of construction projects that range from bridge painting to complex high-level bridge replacement.

  • Perform project management duties relating to bridge projects on multiple projects simultaneously.

  • Assist with project scope development including schedule and budget.

  • Coordinate project delivery through ODOT's Project Development Process (PDP) and the Locally Administered Transportation Projects (LATP) Manual

  • Manage the plan development process, which includes performing reviews (e.g. AER, Stages, etc.) for conformance with ODOT Standards and Federal compliance requirements.

Official Position Description:

Acts as a staff specialist, (i.e., develops & evaluates plans & criteria for a variety of projects & activities to be carried out by others; assesses feasibility & soundness of proposed engineering designs, evaluation tests, products, or equipment when necessary data is insufficient or confirmation by testing is advisable), &/or supervises/leads team of lower level transportation engineers, technicians, &/or support personnel by assigning tasks, monitoring work progress, & evaluating the work completed on highway plans. Performs other supervisory responsibilities (i.e. completes performance evaluations, coaches' staff, & approves leaves) for subordinate staff. Develop in-house plans &/or review designs proposed for all construction (e.g., four-lane rehabilitation, new construction, bridge replacement, roadway relocation) submitted by District Engineers, consulting engineers, & Local Governments by incorporating geometric, hydraulic & structural design techniques in plan preparation using CADD or drafting tools to draw plans. Interprets complex plans to provide for effective implementation & minimize the chance of accident, conflict & delay. Coordinates design work with the District Survey area. Assures accurate & timely updating of management information systems as they relate to the delivery of the program (i.e. ELLIS, TMS, BMS, etc.) & assures their business rules, policies, & procedures are implemented, used & maintained as standard business practice in their designated work environments. Signs plans &/or other engineering documents as a registered professional engineer.

Attends project scope field reviews, Prepares plans, and design revisions to solve plan implementation problems, (i.e., changes to structural design including camber of beam, pavement design, geometric design & hydraulic), prepares plans & design revisions, & makes recommendations for repairs &/or replacement for construction roadways (i.e., shoulder widening, ditch lay-overs, drainage design, structural repair & rehabilitation) & using computer aided drafting & design (i.e., CADD, Geopack) & drafting equipment. Recommends &/or designs change orders, reviews complex engineering reports & analyzes bids. Instructs & trains employees in areas of CADD techniques, computation of plan quantities, & general coordination of design process through completion of final contract plans. Directs engineering/technical activities on behalf of the supervisor to plan, schedule & coordinate work, assists in the development of section policy, budget preparation &/or long-range planning.

Advises offices, consulting firms, Federal Highway Administration, local public agencies & others with projects/problems in assigned areas of expertise. Testifies in civil court proceedings as an employee of the Department. Represents the department at conferences to resolve questions. Operates state vehicle to travel throughout the district to conduct field reviews of project implementation &/or review site of proposed project to ensure project adaptability. Attend meetings & training seminars.

The position designated Career Professional per Section 5501.20

Licensed as a registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as a group or project leader providing work direction & training to engineering technicians &/or lower-level engineers or 12 mos. exp. in conducting engineering-related research (i.e., conducting engineering-related research only applies to staff specialist positions); if assigned to operate a state vehicle to travel to & inspect project sites, must possess a valid driver's license.

  • Or licensed as a registered professional engineer by the Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as Transportation Engineer 2, 85642; if assigned to operate a state vehicle to travel to & inspect project sites, must possess a valid driver's license.

  • Or equivalent of Minimum Class Qualifications for Employment noted above may be substituted for the experience required, but not for the mandated registration.
