The Opportunity:

OVERVIEW:

The Multnomah County Department of Community Services is looking for an experienced Project Manager to join our Transportation Division!

This position will be a part of our Road Engineering Team working closely with engineering staff and members of the public to gain consensus on and deliver capital projects. The person in this role will need to understand transportation principles and policies, how to translate between technical and engineering issues, public needs and policies.

Specific duties include, but are not limited to:

  • Leading the planning and implementation of transportation plans, engineering and capital projects, and process improvements for the Transportation Division

  • Facilitating and presenting the project scope, goals, milestones, and deliverables

  • Identifying project risks and develop contingency plans

  • Assembling, managing, directing, coordinating and supporting project staff and project team

  • Managing project budgets and ensuring projects are delivered on time

  • Creating and maintaining comprehensive project documentation

  • Monitoring, reviewing, and analyzing project progress

  • Working closely with staff across the division, department, and county - as well as with partner jurisdictions - to develop agreements on how to deliver projects

  • Coordinating and collaborating with staff public works and planning staff from partner jurisdictions

Minimum Qualifications/Transferable Skills*:

  • A Bachelor's degree or major coursework in urban planning, civil engineering, transportation or a related field with project management coursework is desirable; (in lieu of a degree we will consider equivalent work related experience) AND
  • Three (3) years of increasingly responsible experience in project management which includes one or more of the following areas: planning, project development, civil engineering, capital project delivery, or program planning.

  • A strong customer focus and excellent customer service

  • Outstanding oral and written communication skills

  • Experience with strategic planning and implementation, project management, and continual improvement

  • Ability to interact and work with a diverse group of people at all levels of an organization.

  • Knowledge of Title VI and Title II compliance in public rights of way.

  • Project Management Professional (PMP) certification

  • Experience developing and monitoring budgets

  • Experience using and managing database systems

  • Demonstrated leadership skills

  • Able to educate and guide teams on policies and procedures

  • Able to apply an equity lens to procedure development

  • Able to plan for and meet critical deadlines

  • Detail-oriented

ADDITIONAL INFORMATION:

Type of Position: This hourly, union-represented position is eligible for overtime.

Salary: The starting pay assignment will be based on an analysis of the successful candidate's related experience and education in accordance with the county's pay equity policy and the Oregon Equal Pay Act.

Schedule: Monday - Friday, 8:00 AM - 4:30 PM. There may be some flexibility with the regular start and end times. There may also be the option to work a 9/80 schedule.

Telework: Hybrid Telework: This position is designated as "hybrid telework," meaning you will be working both remotely (from home) and in person at an onsite location. The designation of Hybrid Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is 501 SE Hawthorne Blvd, Portland, OR 97214.
