PAY AND BENEFITS

Annual Pay Range: $86,014.75 - $108,556.18

Hourly Pay Range: $41.353247 - $52.190472

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

Clackamas County is searching for a motivated, detail-oriented and quality-focused Transportation Design & Construction Project Coordinator (classified as a Technical Services Coordinator) to join our dynamic, high performing Transportation Engineering and Construction team.

If selected for this position, you will manage the design and construction of County Capital Improvement construction projects related to roads, bridges, storm drainage structures, and traffic control devices. In addition to working on County-funded projects, you will also oversee projects funded by Federal Aid.

Some of the key components of the position include construction project management including leading the work of staff and managing the budget of projects, reviewing construction plans, preparing requests for proposals, specifications, bids, contracts and related documents, negotiating contracts and change orders and assisting in the construction inspection. Other responsibilities include resolving conflicts and ensuring compliance with local, state and federal requirements.

Required Minimum Qualifications/ Transferrable Skills:*

  • A minimum of five (5) years of relevant experience that would provide the required knowledge and skills to perform the duties and responsibilities of this position, including experience in each of the following areas:

  • Experience managing construction projects, such as roads, bridges, paving, storm drainage or similar projects

  • Experience reading and interpreting drawings, maps, construction plans, permits and items covered in contract documents

  • Experience working with contractors to ensure compliance with contract plans and specifications and resolving issues

  • Experience leading the work of others, including providing daily work direction and/or scheduling, assigning work, checking completed work, and training

  • Experience providing consistent and positive customer service and interactions with various stakeholders and/or members of the public

  • Experience managing Federal Aid projects

Preferred Special Qualifications/ Transferrable Skills:*

  • Associate's degree or higher in Engineering Technology, Surveying Technology, Construction Management or similar field

  • Experience managing the design of Capital Improvement Projects

  • Experience performing constructability reviews on projects related to roads, bridges, paving, storm drainage or similar projects

  • Current ODOT General Inspection Certificate or other ODOT Inspection Certifications

  • Experience with AutoCAD software

  • Working knowledge of Microsoft Office products, particularly experience regularly using MS Excel and MS Word programs

TYPICAL TASKS

Typical tasks for this particular Transportation Design and Construction Project Coordinator position include, but are not limited to:

  • Serves as project manager and leads the work of technical and professional staff on complex projects; participates in the budget process on assigned projects; assists in the inspection of constructed facilities.

  • Assists in the development of County standards for roads and construction; confers with and advises engineers, architect, builders, developers and the public regarding County standards for roads.

  • Reviews preliminary Capital Improvement construction plans and specifications for roads, bridges, paving, storm drainage and similar projects, as submitted by engineers, and others; prepares preliminary plans and specifications for roads, bridges, paving, storm drainage and similar projects.

  • Conducts technical investigations, prepares reports, prepares correspondence and keeps records; coordinates with legal counsel and management.

  • Designs and manages small construction projects, prepare request for proposals, specifications and bids, contract and related documents, and change orders; resolves conflicts, ensures compliance with local, state and federal requirements; reviews and approves pay requests subject to final approval.

  • Develops and recommends policies, procedures and system improvements; coordinates communication with internal departments, engineers, contractors, customers and the public for assigned projects; provides advanced technical assistance to project staff; schedules projects and assigns staff in area of responsibility.

REQUIRED KNOWLEDGE AND SKILLS

Knowledge of: Methods, materials and standard engineering specifications used in the construction of roads and sewer collection facilities; civil engineering principles; federal, state and local laws, codes and regulations regarding construction project management; surveying as related to construction; state statutes and other legal restrictions governing the formation of assessment and local improvement districts; principles of engineering design, engineering mathematics, detailing, drafting and specification writing; strength or properties and use of structural engineering materials; project management techniques; computer software programs, such as data base management, word processing and spreadsheets. Specific knowledge of Federal Aid processes and procedures.

Working knowledge of: Basic techniques of supervision, planning and scheduling work projects and staff assignments.

Skill to: Read, interpret and apply complex plans and specifications; deal tactfully and effectively with employees, contractors and the public; prepare complete and comprehensive reports; secure adherence to plans and specifications from contractors. and maintain good relations with organizations performing work on County contracts; plan and schedule work projects and staffing assignments; operate computer terminal and appropriate software programs, communicate effectively, both orally and in writing; establish and maintain effective working relationships.

WORKING CONDITIONS

Duties in the field require walking, squatting, digging, bending, balancing, and involve exposure to confined spaces, loud noises, dust, slippery and/or uneven surfaces and adverse weather conditions.

WORK SCHEDULE

This position works 40 hours during a standard workweek of one of the following schedules:

  • Monday through Friday, working 8 hours per day (5/8)

  • Monday through Thursday, working 10 hours per day (4/10) with every Friday off

  • Monday through Thursday, working 9 hours per day and every other Friday, working 8 hours per day, with every other Friday off (9/80)

Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

Please Note: This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
