JOB SUMMARY

The Connecticut Transportation Institute (CTI) is looking for a full-time Transportation Data Specialist (Research Assistant 1) to assist in the engineering and behavioral transportation safety analysis and development of software applications for transportation systems to query, visualize, and analyze transportation-related behavior, crashes, and assets. This position will be located at the Connecticut Department of Transportation, 2800 Berlin Turnpike, Newington, CT. May 2024 graduates are encouraged to apply.

Under the direction of the Director of the Connecticut Transportation Safety Research Center (CTSRC), the successful candidate will assist in data collection, consolidation, validation, and integration efforts related to migration from a limited non-geospatial roadway attribute database to a Model Inventory of Roadway Elements (MIRE) compliant geospatially accurate database, with the ultimate goal of aiding the advancement of the State's data-driven safety analysis capabilities.

DUTIES AND RESPONSIBILITIES

  • Perform data scrubbing and quality control checks of asset datasets before integration into the production database.

  • Coordinate with Department data stewards on asset development and Linear Referencing system (LRS) integration requirements.

  • Coordinate activities between the Department and UConn CTSRC on data integration and availability for use in safety analysis.

  • Perform asset data migration from the legacy database to the geospatial LRS database.

  • Complete LRS development work related to alignment changes, new road construction, additional desired segment locations, and other miscellaneous LRS accuracy improvement activities.

MINIMUM QUALIFICATIONS

  • Bachelor's degree in geography, GIS, or computer science degree required by the appointment start date. Other related disciplines that are deemed appropriate and relevant to this position may also be considered.

  • Knowledge of the basic logic used for database design and the ability to understand and apply that logic to existing and developing databases.

  • Knowledge of Oracle, SQL, and Microsoft Access database structures.

  • Basic understanding of geospatial asset location methodology and asset relationships.

  • Familiarity with materials related to national safety data integration efforts and industry best practices.

  • Excellent verbal and written communication skills.

  • Ability to establish and maintain cooperative relations with superiors, associates, and additional data stakeholders, including municipal representatives and the general public.

  • Attention to detail, particularly related to enforcing data validation rules and quality assurance/quality control procedures.

  • Ability to handle and prioritize multiple assignments/tasks.

PREFERRED QUALIFICATIONS

  • Familiarity with ESRI, EXOR, or open source (QGIS) mapping/GIS tools.

  • Familiarity with basic load/extract/query procedures associated with GIS functions (FME, PowerBI).

  • Familiarity with applicable federal and state guidelines regarding data collection, LRS integration, and data visualization, particularly the Model of Roadway Inventory Elements (MIRE) and All Roads Network of Linear Referenced Data (ARNOLD).

APPOINTMENT TERMS

This is a full-time, 12-month position based on available funding, subject to annual renewal. Salary will be commensurate with the successful candidate's background and experience.
