Duties

The incumbent carries out required performance of this position as transportation program support to the CDCE Office. The program is designed to provide Veterans/patients, their families and visitors with staff who can respond quickly to inquiries, identify problems, and improve the experience of those visiting the campus.

The incumbent performs customer service guest relations, shows understanding, friendliness, courtesy, tact, empathy, cooperation, concern, politeness respect and dignity to others; relates well to people from varied backgrounds and different situations. He/She receives, greets and direct callers over the telephone and in person with precise clear instructions.

He/She can perform under pressure and under difficult circumstance and monitors emergency situations and responses. Inquires vary widely and information given requires explanation of office functions, describing specific requirements, providing basic instructions, or a similar degree of detail.

The incumbent addresses customers by answering questions concerning the location of outpatient clinics, outpatient area pharmacy, radiology and lab services and other areas of the medical center. The clinic locations and campus buildings served are laid out in a way that potentially causes major problems in directing visitors and locating functions and personnel. The incumbent will be responsible for knowing and explaining clinic locations at the Detroit VAMC.

He/She provides reliable, safe and timely assistance transporting and escorting patients to and from inpatient wards and clinics from other areas of the hospital, including clinical areas, parking garages and entrances. He/She will assist Veterans with severe physical, cognitive or emotional conditions, in wheelchairs or stretchers to ensure that they arrive to the appropriate location within the facility in a reasonable time.

The incumbent provides basic transport of patients to and from inpatient wards and outpatient clinics. He/She utilizes sound judgment and critical thinking skills to prioritize actions and meet urgent/ emergent patient needs in an unpredictable, rapidly changing environment of care. The incumbent recognizes the vast range of ages and special needs of our Veteran patients and provides for the individual and age-specific care accordingly.

The incumbent consistently transfers, and transports patients (traveling by golf cart, wheelchair, stretcher) for appointments or tests in a safe and efficient manner.

The incumbent demonstrates knowledge of VA Policies and Procedures and assists with orientation of new personnel in appropriate areas of expertise. They maintain confidentiality and integrity of all materials containing patient's identifiable and sensitive information in accordance with all federal laws and regulations.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/26/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS05 position you must have served 52 weeks at the GS04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

GS04

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS03 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Technical understanding of computer equipment; Using appropriate communication, customer service, and personal interaction foundational principles; Experience with standardized patient resident care and skills sufficient to perform basic patient transport; Knowledge of standard medical terminology and skills sufficient to provide and gather information related to patient/resident care.. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 years of education above high school with course(s) related to the occupation. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 2 years of education above high school.

GS05

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Technical understanding of computer equipment; Using appropriate communication, customer service, and personal interaction foundational principles; Experience with standardized patient resident care and skills sufficient to perform basic patient transport; Knowledge of standard medical terminology and skills sufficient to provide and gather information related to patient/resident care.. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The incumbent is required to stand and walk for prolonged periods of time along with sitting at computer for extended periods of time to perform work. The incumbent may be required to push a wheelchair, bend, or kneel to obtain information or assist patients.

The incumbent is required to carry light objects such as files, clipboards, medical records, etc.

A. Heavy lifting of 45 pounds or more

B. Moderate carrying of 15-44 pounds

C. Straight pulling for up to 2 hours

D. Pushing up to 4 hours

E. Use of fingers, both hands and legs required

F. Walking and standing for 4 hours
