Duties

The Transportation Assistant works for Fiscal Service at the VA Bedford Healthcare Systems. The incumbent incorporates Accounting Technician and Transportation Assistant duties. The duties of the position include but are not limited to:

  • Reviews requisitions for services, supplies, real property, equipment and adjustments for all appropriations (including GPF & CWT) for the medical center.

  • Reviews and approves all receiving reports for transmission to FMS and CAPPS. Researches all daily rejects for miscellaneous orders, service orders, contracts, A&E orders, receiving reports and amendments.

  • Reconciles the accepted daily listing for payments and researches all daily rejects for miscellaneous orders, service orders, contracts, A&E orders, receiving reports and amendments and makes corrections as necessary to resubmit transaction to FMS.

  • Performs comprehensive audits, analysis, evaluations and related procedures for the purchase card system as required.

  • Authorizes all travel matters including related regulations and procedures for both domestic and foreign travel.

  • Independently plans and carries out the successive steps to complete employee travel support duties and use accepted practices to resolve problems and deviations.

  • Advises on entitlements, reimbursable expenses, Federal Travel Regulations, and other local and national policies and procedures.

  • Principle point of contact on all travel matters and liaison with other government agencies, carriers and other VA facilities.

  • Examines all accounts in order to analyze and detect trends and problems that affect the overall operations of accounting.

  • Applies interrelationships of various accounting system software package applications and computer systems.

  • Understands interrelationship between appropriations and all subsidiary records and control accounts, interrelating of cost, general ledger, allotments and fund control accounting.

  • Performs employee travel functions and performs backup duties as an accounting tech and agent cashier.

Work Schedule: Monday-Friday; 7:30am-4:00pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/03/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Conducts analysis and makes determinations within a complete accounting system to validate transactions and to perform research to resolve inconsistencies; Examines all accounts in order to analyze and detect trends and problems that affect the overall operations of accounting; Communicates effectively both orally and in writing; Traces transactions entered and prepares worksheets or adjustments to reflect the source of discrepancies and corrective action: and, Uses a variety of computer programs and databases programs to perform daily tasks.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary, but some walking, bending, and lifting is required as in a normal business environment.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
