You will serve as a Transportation Assistant in the Financial Management Department, Directorate for Resource Management, Naval Hospital Camp Pendleton (NHCP), California.

Responsibilities

  • You will serve as the Defense Travel Administrator (DTA) performing a variety of administrative duties and will be responsible for preparing, processing and monitoring Temporary Additional Duty (TAD) and Authorization Orders and vouchers.

  • You will provide information, assistance and guidance to program managers and action officers on procedures, forms and documentation required to support the department?s TAD functions.

  • You will monitor all travel-related debt (owed to U.S. government) as a result of travel claims liquidation overpayment, non-payment of travel advances and cancellation of travel orders with cash advances.

  • You will serve as an alternate Agency Program Coordinator (APC) for NHCP Government Travel Credit Card (GTCC) program, including setting up new accounts, activating, deactivating, and closing accounts as necessary.

  • You will serve as TAD office Government Purchase Cardholder, responsible for payment of TAD and all travel-related conference and training registration fees using the Government Purchase Credit Card.

Qualifications

SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must demonstrate at least one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular competencies/knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following:

FOR GS-05 (one year of specialized experience equivalent to GS-04):

  • Assisting with administration of the Defense Travel System to create travel documents.

  • Assisting with verification of data involving travel expenses, object class and line of accounting information.

  • Providing information assistance and guidance to program managers and action officers on procedures, forms and documentation required to support TAD functions.

  • Using travel policies and directives such as Joint Travel Regulations and Government Travel Charge Card regulations.

  • Using automated systems such as Microsoft Office and Defense Travel System.

FOR GS-06 (one year of specialized experience equivalent to GS-05):

  • Using the Defense Travel System to create travel documents.

  • Verifying data involving travel expenses, object class and line of accounting information.

  • Providing information assistance and guidance to program managers and action officers on procedures, forms and documentation required to support TAD functions.

  • Using travel policies and directives such as Joint Travel Regulations and Government Travel Charge Card regulations.

  • Using automated systems such as Microsoft Office and Defense Travel System.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

GS-05: 4 years of successfully completed education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the GS-05.

GS-06: There is no substitution of education for experience at the GS-06 grade level.

This position provides Contractor Identification Card Administration to Government clients as a DEERS/RAPIDS Site Security Manager (SSM) at the base or site level and performs all ID card and CAC issuance related tasks to include researching and reviewing source documents, verifying eligibility, and discussing entitlements as defined in AFI 36-3026_IP and the RAPIDS Training Guide. Responsibilities include: * -Site POC for RAPIDS-related matters * -Managing security of RAPIDS workstations under assigned purview ensuring they are operated and maintained under security procedures * -Ensuring maximum protection against compromise and theft of sensitive information and prevent the misuse or misappropriation of RAPIDS * -Implementing training and awareness for RAPIDS security, and incorporate this training into the overall unit security and RAPIDS training programs * -Registering, processing, and maintaining Defense Enrollment Eligibility Reporting System (DEERS) and Real-Time Automated Identification System (RAPIDS) as part of a Verifying Official's responsibilities * -Ensuring unit's contingency plans incorporate RAPIDS requirements * -Maintaining site Roster of RAPIDS users and assigning associated roles/categories * -Viewing/updating RAPIDs configuration utilities as needed * -Requesting DEERS new user logins, deleting discontinued logons, and updating security privileges for previously issued ID's * -Ensuring APIDS audit trails are reviewed at least weekly and that audit files are maintained for thirty days; along with reviewing system audit trails and investigating security violations in coordination with Security Manager in accordance with Appendix K – Incident Response Plan * -Reporting incidents to the Identification Card Administration Project Management Office with immediate reporting of: any attempt to gain unauthorized access to Sensitive defense information, any system failure, or any suspected defect that could lead to unauthorized disclosure * -Deactivating/reporting security violations and report SSM changes immediately to DEERS Security * -Maintaining Site Information (i.e. site name, site location address, site phone numbers, and site mailing address) * -Maintaining a file copy of the generic or type accreditation statement, and prepare unit-specific recommendations, through the appropriate chain of command, for input into the accreditation document, as required * -Preserving accountability for all related stock items and printer consumables by following prescribed Insurance Logistic Portal acceptance procedures, including signing for stock, verifying card numbers contained, and accepting/rejecting each carton of CAC shipment prior to releasing for use * -Performing routine operator maintenance on RAPIDS workstations and printers * -Issuing memorandum of authorization for use of Commissary and Post Exchange to eligible customers * -Position requires ability to speak, read, and comprehend English including printed regulations, detailed written orders, operating procedures, training instructions and materials.
