Job Summary:

The City of Greeley is seeking a Transmission and Distribution Team Manager to join the Transmission and Distribution team of the Water & Sewer Department. The Team Manager reports to the Transmission and Distribution Superintendent and provides overall direction to the Crew Supervisors of Valves, Hydrants, PRV, and Locating Crews. The successful candidate will plan and execute operations and maintenance that include asset management and preventative maintenance. The Team Manager will work with the Superintendent on future planning, scheduling, budget and coordination with other City departments and system operations.

Experience, Knowledge, Skills:

Minimum Requirements

  • High school diploma or equivalent

  • Current and valid driver's license.

  • Colorado Class A Commercial Driver's License (CDL).

  • Colorado State Water Distribution System Operator 2 Certification, and the ability to obtain Distribution 3 Certification within two (2) years of hire.

  • One (1) year of experience in inventory control and project ordering.

  • Associate's degree (two-year degree) or certification program of comparable length in a specialized field (e.g. water system construction, operations, or maintenance)

  • Knowledge of water treatment, water storage practices, and water transmission systems.

  • Three (3) years of experience supervising personnel.

OR

  • Advanced vocational skills strengthened by at least three (3) to five (5) years of on-the-job experience in water distribution and transmission, construction, operations, and maintenance.
  • A combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job may be considered by the hiring authority.

Preferred

  • Five (5) - seven (7) years of experience supervising personnel in maintenance of underground water utilities.

  • Knowledge of/experience with Arc maps, Lucity, Cityworks, and SCADA.

  • Three (3) years Project Management Experience

  • Colorado State Class 4 Distribution Certification.

  • One (1) year of experience with ArcGIS Pro and Field Maps.

Knowledge, Skills, and Abilities

  • Knowledge and understanding of OSHA Standards of Training and Safety and ability to adhere to said training and safety standards.

  • Knowledge and understanding of American Water Works Association Standards and Regulation 100's, and the ability to adhere to said regulations.

  • Knowledge of equipment such as welder, crane, forklift, backhoe, track hoe, valve turner, leak detection, trench boxes, and hand tools.

  • Knowledge of Traffic Control practices and how to apply MHT's to different classes of roadways.

  • Computer skills, including the ability to utilize Microsoft Office programs (i.e. Word, Excel, PowerPoint, Outlook, etc.), and learn and experiment with new software and systems

  • Knowledge of the budgeting process.

  • Must be able to clearly verbalize and communicate with contractors, citizens, and employees of the City.

  • Oral, written, and listening communication skills, including the ability to accurately interpret what others are saying and convey messages, information, concepts, and details accurately and clearly.

Essential Functions:

  • Work with Superintendent on maintenance budget.

  • Assists in planning and scheduling projects, works with other city departments, and works with the Project Manager.

  • Ensures all Safety Procedures are followed.

  • Supervises Crew Supervisors ensuring they perform their jobs correctly.

  • Employee training and teambuilding.

  • Oversees maintenance of over 670 miles of transmission and distribution mains.

  • Inspects contractors' work when needed.

  • Responds to questions regarding material requirements.

  • Attends project meetings, coordinates street and concrete repairs, assists with water & sewer work, equipment sharing, scheduling, and planning of projects.

  • Work with Superintendent, Supervisors, Engineers, and Water Treatment Operators to ensure proper operations and procedures are followed.

  • Implementation of policy and procedures.

  • Work with County, State and Federal agencies to ensure public health and safety.

  • Solves a variety of problems in situations where there are substantially diversified procedures, specialized standards, and only limited standardization.

  • Changes priorities or differing situations require the incumbent to consider which among many procedures should be followed in what sequence to achieve the required job results.

  • Requires reasoning to produce a practical course of action within the established process. Choices fall within the range of specified, acceptable standards, alternatives, and technical practices. Example(s): If a change is required that needs upper management approval before start/completion of a project; work with Project Manager, Asset Manager, Water & Sewer Superintendents, employees, as well as other departments to ensure proper operations and procedures are being followed.

Work Environment and Physical Requirements:

Work Environment

  • Moderate to considerable physical effort that includes working from ladders in awkward positions.

  • Frequent use of light or medium weight objects (e.g., 25-50 lbs.) and use of medium weight tools.

  • Manual dexterity is enough to operate tools, vehicles, and equipment.

  • Work in all types of weather.

  • Vision enough to perform functions such as reading a plat book, operating vehicles, and equipment, and locating water and sewer lines.

  • Flexibility enough to bend, twist, and reach out to load and unload equipment, supplies, or tools.

  • Ability to move over rough, uneven, and rocky surfaces in the performance of maintenance duties.

  • Position requires applicant to be ambulatory.

  • Example(s): Use of a sledgehammer to break concrete, help unload parts at the job site that do not require the use of equipment, basic hand tools, awkward positions when tightening bolts on fittings.

  • Dangerous to considerable hazards reflect a frequent exposure to conditions that are unpredictable and may lead to injury Example(s): 75% of work is in the streets, huge traffic danger, work in excavations.

  • Must be available to work weekends, holidays, days, and participate in an on-call rotation schedule that is subject to change at any given time as needed.
