This position is considered safety sensitive. Applicants for positions defined as safety sensitive are required to undergo drug testing subsequent to commencement of employment. Employees are subject to random, post-accident, reasonable suspicion, return to duty and follow-up drug and alcohol testing in compliance with Federal Department of Transportation alcohol and controlled substances testing program protocols.

The Transit Supervisor-in-Training (SIT) program is a step toward leadership in Bus Operations. This year-long program prepares employees to step into the role of First Line Supervisor. Participants receive hands-on training as they prepare to qualify in two of these service areas: Base Operations

  • Dispatcher/Planner, Service Quality

  • Field Supervisor or Transit Instructor. The responsibilities of this classification include performing work of various duty assignments and completing classroom training as a part of the formalized training program for qualification as a first-line supervisor.

The program includes both classroom and on-the-job training. Successful candidates will become qualified in two of available assignments: Service Supervisor, Base Operations

  • Dispatcher/Planner, or Transit Instructor. Communications Coordinator is not available. During the program, SITs are assigned an increase in responsibility and tasks and will work more independently.

Work also includes timely and successful completion of all related supplementary training classes and examinations deemed necessary for the program. Work requires compliance with all applicable federally mandated safety-sensitive requirements.

This recruitment will be used to generate an eligibility list for up to 75 positions.

  • Part-Time Transit Operators with at least 5 years of part-time service as a Part-Time Operator in the five years preceding the closing date for applications.

  • Full-Time Transit Operators with at least 2.5 years of full-time service as a Full-Time Operator (FTO) in the five years preceding the closing date for applications.

  • Current Rail Operators with at least 2.5 years of full-time service as a FTO in the five years preceding the closing date for applications.

  • Current Streetcar Operators with at least 2.5 years of full-time service as a FTO in the five years preceding the closing date for applications.

  • Current Operations & Maintenance Streetcar Supervisors with at least 2.5 years of full-time service as an FTO in the five years preceding the closing date for applications.

  • Current Rail/Streetcar Supervisors who were not previously Bus Supervisors.

PTO/FTO combination of service:

Operators who have transitioned from PTO to FTO or from FTO to PTO during the five-year SIT eligibility period shall have their years of service as a PTO considered equivalent to one-half the same period of service as an FTO. For example, an operator who, during the preceding five years, was a PTO for 3 years 6 months (a total of 42 months) will have their service considered equivalent to 1 year 9 months (21 months) of FTO service. This will be combined with any time served as an FTO during the same period to determine eligibility (minimum 2½ years / 30 months of total FTO service during the five years preceding the closing date for applications).

Job Duties

Work Location: The work location will vary throughout King County. Supervisors will work in different locations from day to day, provide round-the-clock coverage and serve on a diverse team who regularly interacts and engages with various professionals within the County and the general public.

Work Schedule: This position is not exempt from the provisions of the Fair Labor Standards Act and is overtime eligible. Work schedules vary. Supervisor assignments reflect the 24-hour, seven days-a-week schedule that Transit operates. Shift hours include straight-through and split shifts. Relief assignments may be changed with short notice. Refer to Article 22, Section 6 of the ATU 587 Labor Agreement for additional information about work assignments.

NECESSARY COMPUTER SKILLS: SITs must be able to learn and use a variety of computer programs proficiently, such as:

  • Service Quality
  • Field Supervisor: Proficient in Microsoft Word, Outlook, internet browsers, and familiarity with Excel and SharePoint. SITs will be trained in HASTUS, Easy Street Draw, and TIMS.
  • Base Operations: Proficient in Microsoft Word, Outlook, internet browsers, internet browsers, and familiarity with SharePoint. SITs will be trained in HASTUS.

  • Transit Instructor: Proficient in Microsoft Word, Outlook, internet browsers, and familiarity with Excel and SharePoint. SITs will be trained in HASTUS and TOQS.

NECESSARY SPECIAL REQUIREMENTS:

After appointment, the Supervisor-in-Training (SIT) will be subject to a 12-month probationary period. At the end of 12 months, the SIT is required to be qualified in two of the following classifications: Base Operations Dispatcher/Planner, Service Supervisor or Transit Instructor. Metro will place anyone selected for this recruitment in Service Quality, Base Operations, and Training sections based on business needs. The inability to qualify in two classifications within the 12-month probationary period will require the employee to return to their previous classification. Supervisors-in-Training will receive a performance review upon completion of training in each area.

Physical requirements include but are not limited to sitting, handling tools, standing for extended periods of up to 7 hours, lifting approximately 50 pounds, standing for long periods, handling hot-sticks (fiberglass extension pole for trolley overhead issues), handling 30 lb bags of absorbent, loading in vehicle or spreading on fluid leaks in SQ, walking around an incident scene, or from one base to a nearby base, and performing other various activities.

Supplemental Information

RECRUITMENT PROCESS

There are five parts to the recruitment process:

Part I: Apply: Successfully submit an online application. The application will be reviewed to verify the applicant meets the minimum qualifications for the position.

Part II: Record Review: Record reviews will be completed for all minimally qualified candidates who pass the application review. The record review will be based on the work record review calculation criteria below:

RECORD REVIEW CALCULATION CRITERIA:

  • Work record review calculations will use the applicant's most recent 18 months of actual full-time service. A month of actual full-time service is defined as a calendar month in which the applicant worked 15 or more full or partial days.

  • If an applicant has less than 18 qualifying months of full-time service, the applicant may be disqualified from continuing in the process due to insufficient recent experience to evaluate the employee's record. Those on military leave won't be penalized.

  • The maximum time frame that may be examined for this recruitment process will be 48 months. Records before June 15, 2020, will not be reviewed.

  • The applicant's record review will include the base file, preventable accidents, and confirmed customer complaint (C3) records.

  • The cutoff date for recording points will be June 15, 2024. However, any major infraction that occurs after the record review cutoff date will be cause for disqualification.

  • SIT candidates will be required to meet these work record criteria immediately prior to entry into the SIT class.

RECORD REVIEW POINTS ASSIGNMENT AND REMOVAL THRESHOLD

Applicants will be removed from the remainder of the Supervisor-in-Training selection process if the record review totals 18 or more points, with points assigned as follows:

  • Unexcused Absences: 8 points each

  • Late Reports (purged misses will be counted): 3 points each

  • Review of confirmed customer complaints between June 16, 2022, and June 16, 2023. Four or more confirmed customer complaints may result in disqualification from the selection process.

Performance Reports (excluding those related to attendance and preventable accidents):

  • Major Infractions: 18 points (previous 36 months reviewed)

  • Suspension: 10 points

  • Written reminder: 7 points

  • Oral Reminder: 5 points

Preventable Accidents and incidents:

  • Severe accidents: 18 points

  • Major accident: 9 points

  • First minor accident/incidents: 5 points

  • Each successive minor accident/incident: 7 points

Upon request and initiated by a candidate, a Base Chief will review the results of the record evaluation with candidates who do not pass this step of the process.

Part III: Testing: A knowledge test will be given to those candidates who successfully pass the initial application review screening and record review. This will be a job-specific assessment that will measure the components of the job that cannot be taught or trained during the limited SIT class time. If a candidate passes the knowledge exam, they will be invited to take a graded written report exam using FIR (Field Incident Report). The written test is designed to assess proficiencies in multiple skills that candidates will need to possess. These include basic computer skills, narrative writing ability, proficiency with Microsoft Outlook and Sharepoint, and ability to follow written guidelines and instructions.

Candidates will not be allowed to bring cell phones, calculators, notes, or other written materials into or out of the exam. Resources will be provided for you.

Part IV: Interviews: Up to 100 candidates will be invited to participate in a panel interview and graded role play situation. Interviews will focus on the relevant competencies for the position and include situational questions that directly relate to the skills required of a Supervisor-in-Training.

The panel will consist of First-Line Supervisors, Bus Operations Chiefs and Superintendents, as well as transit stakeholders. The interviews will be facilitated by Metro's Talent Acquistion team.

Part V: Eligibility List: A maximum of 75 candidates who have the highest combined scores from the testing and interview processes will be forwarded to the Union. The Union will place candidates in seniority order and return the list to Metro Transit. The list will remain in effect until exhausted.
