Summary
Reporting to the Assistant Director, the purpose of the Transit Project Manager position is to perform project coordination, data management and analysis, community engagement, federal regulatory compliance, and general support activities of the Transit Planning Division. The Transit Project Manager will provide direct support to the Assistant Director for all projects related to transit planning and operations of Chapel Hill Transit.
Essential Functions
The duties listed below represent the various types of work that may be performed. The omission of specific statements of duties does not exclude them if the work is related or a logical assignment to this position.
Oversee transit capital improvement projects, such as bus stop improvements, real time signs, headsigns, and other projects as required
Develop plans, specifications, and scopes of work
Write bids, RFP's and RFQ's to meet local, state and federal requirements
Assisting with transit procurement and ensuring that all federal and state requirements are followed.
Solicit and hire qualified contractors to perform work
Develop and monitor project schedules
Manage and supervise the project, insuring compliance with plans and specifications
Coordinate between contractors and important stakeholders
Maintain accurate project records and documentation
Ensure all projects are delivered on-time, within scope, and within budget
Assist with compilation and submission of required transit data to FTA for compliance purposes.
Research and report on transit innovations and industry trends.
Perform other duties as required.
Supervision Exercised
Does not provide direct employee supervision.
Physical Demands
The employee uses equipment requiring a high degree of dexterity and may lift some light or heavy weight objects.
Work Environment
The work is typically performed in an office, shop or bus yard environment where the noise level may be loud.

Any combination of education and experience that will provide the required knowledge, skills and abilities to perform the duties of the job.
Knowledge Of:
Project management techniques
FTA/DOT policies and requirements for public transit systems
Principles, policies, practices, and procedures of transit system operations, including fixed route, paratransit (demand response) and maintenance, including the Americans with Disability Act.
Safety and security regulations and procedures for transit agencies/properties.
Federal, state and local regulations related to the functions of public transportation and accessible paratransit service (including the Americans with Disability Act).
Relevant computer software and online resources for project management

Interpret Town, Federal, State and industry regulations, policies, procedures and provide relevant training
Promote a culture of workplace safety
Education
Bachelor's degree in business or public administration, Urban Planning, Transportation Planning, Transit Planning, or related field is required. One (1) to three (3) years of related work experience preferred, including GIS and/or analytical experience, is not required, but is preferred.
Experience
Minimum three (3) years experience managing initiatives, programs, or projects involving diverse stakeholder groups. Familiarity/experience with the following transit-related software programs, such as: Optibus, ArcGIS, SPSS, etc. Experience in a Transit system or the public sector is preferred.
