Duties
Develops, administers, evaluates, and reviews training programs for facility-wide Veteran/Employee Experience initiatives and VEO personnel, as well as, for associated CBOCS.
Develops original course content and modifies it utilizing feedback from pre and post assessments.
Determines the need for additional subject matter information during the development of course/training content and related materials.
Develops and modifies courses, sets training priorities, and researches and recommends new or alternative training sources related to Veteran and Employee Experience in addition to the VEO workforce.
Course materials include lesson plans, competencies, presentations, visual aids, standard operating procedures (SOP), training manuals, and practical exercises.
Develops, reviews, analyzes, implements, adapts, conducts and evaluates training materials, training courses, and overall training programs related to subject matter areas/topics such as: PATS, SAIL, SHEP, V-Signals, Own the Moment, VA Voices.
World Class Academy for new employees, as well as training on new directives and processes that interrelate within the VEO and/or other services.
Develops the facilities Veteran Experience training plan on an annual basis, as well as a monthly training calendar documenting the days, times and locations of training programs for each initiative.
Develops, updates and presents training policies, guidelines, instructional materials, methods, etc. for VEO training programs and provides instructions regarding on-line training methods.
Training materials, courses, and programs are presented/delivered utilizing current technologies, software, and equipment. These include web conferencing, e-learning Talent Management Software (TMS) and other computer-based learning.
Assesses the quality and effectiveness of training programs for continuous improvement, which requires the incumbent to monitor and review newly released VHA Directives, policy letters, and initiatives.
Conducts and evaluates facility-wide Veteran/Employee Experience training needs assessments in order to provide guidance to the VEO's leadership on establishing and operating internal training programs, developing or obtaining/purchasing training aids, and selecting appropriate training resources.
Coordinates orientation activities for VEO personnel and Veteran Experience related orientation activities for other Service Lines and prepares materials designed to acquaint new employees with the organization's mission, structure, history, objectives, and policies.
Facilitates the development and maintenance of Standard Operating Procedures (SOPs) for all positions and processes within VEO. Serves on facility and VISN-wide committees and represents VEO training operations, providing information and assistance as needed.
Performs tracking and training audits for VEO and facility staff that have received or will receive training related to the Veteran/Employee Experience.
Incumbent will have TMS administrator duties and have an advanced working knowledge of excel in order to maintain accurate tracking documents of training.
Incumbent will be fully aware of VEO initiatives that will be rolled out and will strategically work with each Service Line to ensure the appropriate amount of training is provided and tracked on a quarterly and yearly basis.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/07/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For the GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS-11 experience you must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to developing and implementing of ongoing Veteran & Employee Experience training programs for all employees within the Hampton VAMC main facility, four Community Based Outpatient Clinic (CBOCs), and personnel within the VEO; Training program subject matter areas/topics include, but are not limited to: Strategic Analytics for Improvement and Learning (SAIL), Survey of Healthcare Experiences of Patients (SHEP), Veteran Signals (V-Signals), Patient Advocate Tracking System (PATS), Veteran Experience Initiatives, New Patient Orientation, discipline specific training on the Veteran Experience, Employee Engagement Initiatives, new VEO initiatives, pertinent directives and processes and mandatory miscellaneous training; will align all training initiatives to VISN, facility and department strategic planning; responsible for conducting training audits of VEO personnel and Service Level Liaisons and develop tracking mechanisms to track training related to the Veteran/Employee Experience.
