The Training Specialist position is part of the Business Office Support Service in VISN 19 - VA Rocky Mountain Network and is physically located in Salt Lake City, Utah. The Training Specialist reports to the Scheduling Training Manager and works closely with two other Training Specialists.

Responsibilities

The Training Specialist develops and implements educational programming for the medical center employees including, but not limited to New Employee Orientation (NEO) program, VISTA, work-life balance classes, and other trainings for employees at the medical center and Community Based Outpatient Clinics (CBOCS). The Training Specialist provides initial and ongoing orientation for inpatient/outpatient and CBOC Medical Support Assistants (MSAs), including supervision of all orientation activities, remediation of difficult employees, and documentation of orientation.

Responsibilities include the following:

  • Implementation of classroom, laboratory, and on-the-job educational experience and validation of competencies.

  • Adheres to procedures, policies, methods, and principles involved in teaching including methods of motivating and encouraging participation.

  • Utilizes a variety of teaching methods to reach various learning styles, including hands-on learning.

  • Responsible for IT security and confidentiality to data, systems, network, and accessibility.

  • Utilizes a variety of learning tools and technologies for instruction implementation.

  • Technical knowledge of scheduling, medical software, and general automation equipment for presentation preparation.

  • Utilizes written and spoken communication with a variety of audiences; skill in oral presentations.

  • Evaluates training program and outcomes and implements changes based on evaluations.

  • Evaluates current training material and adapts as needed per target audience and setting.

  • Initiates educational programming which is responsive to changes in the policy/procedures/technology, and promotes the mission, vision, and values of the organization.

  • Researches reference materials and education programs.

  • Application of regulations governing confidentiality, such as the Privacy Act, Health Information Portability and Accountability Act (HIPPA), the Freedom of Information Act (FOIA), and 38 USC 7332.

Qualifications

To qualify for this position, applicants must meet all requirements (Time in Grade and Specialized Experience) by the closing date of this announcement, 10/04/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience Requirement: You may qualify based on your Specialized Experience OR substitute your Education for experience, OR a combination of Experience and Education as described below:

A . Specialized Experience: One year of experience at the next lower grade level GS-07 that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction, which includes at least one of following:

  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s);

  • Supervising or administering a training program;

  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results;

  • Work in the occupation (Training Specialist) or subject-matter field of the position to be filled (training) that required training or instructing others on a regular basis.

OR

B. Substitution of Education for Specialized Experience (Transcript Required): Successful completion of a master's or equivalent graduate degree OR two (2) full years of progressively higher level graduate education leading to such a degree OR LL.B or J.D., if related. This education was obtained from an accredited college or university and demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Qualifying education must be in the subject of Education or a subject area related to the position being filled.

C. Combination of Experience and Education (Transcript Required): Qualifying education must be excess of 1 full year of graduate level education AND you must possess some experience that demonstrates the skills necessary for the position. Qualifying education must be in the subject of Education or a subject area related to the position being filled.

You will be rated on the following Competencies for this position:

  • Education and Training: Knowledge of the concepts, principles, and theories of instructional methods such as teaching, training, research, making presentations, lecturing, and testing.

  • Technology Application: Uses machines, tools, instruments, or equipment effectively; uses computers and computer applications to analyze and communicate information in the appropriate format.

  • Analysis and Problem Solving: Applies the process of discovery that involves the diagnosis of a problem or issue, identification and gathering of relevant information, formulation and evaluation of alternative solutions or courses of action, and selection or recommendation of the preferred solution or course of action.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:
Work is primarily sedentary and requires travel to all division and CBOCS in the BVAMC by government vehicle.
