As a Training Specialist and Helpdesk Analyst for the State of New York All Payer Database (APD) Project, you will be responsible for creating course content, presentations, job aids and other materials required to insure that training participants have an actionable understanding of course subject matter. In addition, you will monitor Helpdesk ticket activity to gather insight into enhancing training as well as ensure Helpdesk activity adheres to SLA.

The system that course content will be built around will be a multi-Terabyte Oracle environment containing public and private health care claims and encounter data from insurance carriers, health plans, third-party administrators, pharmacy benefit managers, Medicaid and Medicare. Data will be synthesized to support the management, evaluation, and analysis of the NYS health care system. Your Primary training scope will include ad hoc query/reporting and advanced data visualization components of the solution to enable users to achieve the NY APD analytic agenda.

Primary Responsibilities:

  • Design and develop training content for ad hoc query and reporting as well as advanced data visualization components of the NY APD solution

  • Deliver Instructor-Led training curriculum

  • Create an online knowledgebase of frequently asked questions (FAQs) and best practices to continually promote more efficient use of the NY APD reporting and visualization assets

  • Manage all aspects of curriculum planning, including registration, pre-class communications, class room logistics (i.e. location scheduling, equipment and software requirements, classroom capacity requirements), post instruction follow-up and ongoing communications for new features and new curriculum opportunities

  • Track trainee participation and completion status for all training participants

  • Publish new features content associated with new software releases on a timely basis

  • Consistently review and update existing training and knowledgebase content

  • Develop and deploy learning assessments to continuously improve training material and instruction of each class

  • Contribute to documentation aspects of the NY APD training solution as required by contract

  • Assist with data analysis and testing

  • Monitor Helpdesk activity to ensure SLA is being adhered to and gather insight into trends that may need to be addressed in training materials and/or classes

  • Assist with help desk support

Required Qualifications:

  • 3 years of experience designing and developing training content for user interfacing application

  • 3 years of experience delivering Instructor led curriculum in a classroom setting

  • Experience as a trainer with healthcare data and able to address data questions that surface from data exposed in a classroom setting

  • 1 years of experience with SQL

  • Highly organized and process-oriented to successfully handle all aspects of curriculum planning and execution

Preferred Qualifications:

  • 1 years of experience with Tableau or other BI tools (i.e., Cognos, Business Objects)

  • 3 years of Data Warehousing experience

  • Experience with Help Desk Support

  • Experience with NY Medicaid/Health Exchange data

  • Understanding of State and Federal data protection requirements, including HIPAA

  • Excellent oral and written communications skills to interact with trainees from all levels of the NY APD organization

  • Excellent listening skills to allow for productive question/answer in a classroom setting

  • Must be able to work independently and in a team environment

  • Advanced skills in critical documentation software, including Microsoft Word, Microsoft PowerPoint

  • Microsoft Project, Adobe Acrobat Pro, SharePoint and Microsoft Visio
