Under the supervision of the Training and Exercise Program Supervisor, independently provides professional level emergency management duties that support the objectives of both the Training and Exercise Programs.

Emergency Management Division Overview

The Washington Emergency Management Division (EMD) leads and coordinates mitigation, preparedness, response and recovery in Washington State to minimize the impact of disasters and emergencies on the people, property, environment and economy.

EMD is a civilian division of the Washington Military Department and does not require military service affiliation.

Some of what you will have the opportunity to do:

  • Support of the State Training Program, coordinates program components to include planning, development, delivery, tracking, evaluation, assessing program effectiveness, providing technical assistance, and assisting in needs assessments for local jurisdictions, tribes, state agencies, and key stakeholders that support the State Training Program objectives.

  • Support of the State Exercise Program, coordinates program components to include planning, designing, developing, controlling, evaluating, and providing technical assistance for local jurisdictions, tribes, state agencies, and key stakeholders that support the State Exercise Program objectives.

  • Serves as an instructor and course manager for in-state delivered emergency preparedness courses.

  • Serves in the State Emergency Operations Center, when activated, and other duties as assigned.

REQUIRED

Two years of experience as an Emergency Management Program Specialist 1;

OR

A Bachelor's degree AND two years of professional level experience in emergency management, financial management (grants, contracting, claims management, budgeting), training/education, public information/affairs, program/project management.

Additional qualifying experience will substitute, year for year, for the education requirement.  A Master's Degree or Ph.D. degree will substitute for one year of the experience requirement. 

DESIRED

One year applied experience in two or more of the following:

  • Training and Education (coordinating, managing, delivering, or assessing training or educational activities).

  • Training development (assisting in the development of curriculum and supporting instructional materials).

  • Exercise Design and Development (coordinating, supporting, assessing, developing, designing, coordinating and developing exercise material).

  • Exercise Control, Evaluation, Corrective Actions, and Improvement Planning (coordinating, supporting, serving as an evaluator/controller, participating in or managing work groups, and plan writing).

Knowledge of and/or experience working with:

  • Emergency management, preparedness and response activities.

  • Adult learning theories, methodologies, standard concepts, practices and procedures.

  • Principles, methods, and standards for exercise design, development, control, evaluation, corrective action, and improvement planning using the Homeland Security Exercise & Evaluation Program (HSEEP) standards or an equivalent program for the design and development of exercises.

  • Emergency Operations Center or similar operational environment at the program and/or operational level.

Skills & Abilities to:

  • Provide logistical support, including conveyance of 40 pounds of equipment and training and exercise materials, setup and operation of multi-media equipment, classroom or venue setup, and working with local jurisdictions to provide adequate classroom or facility accommodations to conduct ongoing emergency management training and exercises.

  • Use Microsoft Office Suite (including Word, Excel, Access, PowerPoint, SharePoint, OneDrive or similar software) to develop documents in support of program activities.

Compensation: Wage/salary depends on qualifications or rules of promotion.

CONDITIONS OF EMPLOYMENT

Background Investigation: Must successfully complete the appropriate background checks required for employment.  Must be willing to sign releases of information and shall not have access to any investigative materials and files.  The processing of background checks can take up to six months post-employment.  Failure to successfully pass a background check may be cause for termination.

Defense Biometric Identification System (DBIDS): Camp Murray uses the Defense Biometric Identification System (DBIDS) for entry to the installation.  Must meet access requirements / background check which can be found in the Camp Murray Access Requirements Policy (Unified Policy No. 18-01).  This includes possession of an Enhanced Driver's License, or other REAL ID Compliant Identification.

Union Shop Provision: This position is covered by a union shop provision - Washington Federation of State Employees.

Driver's License:

  • Valid to drive in the State of Washington.

  • Must meet requirements of the REAL ID Act.  This is required for base access and will be required upon hire.

Military Facility: Willingness to work on a Military Controlled Access Installation.

Work Hours: A choice between a Tuesday through Friday (4/10 schedule): Monday through Thursday (4/10 schedule): or Monday through Friday (5/8 schedule).  Actual hours will start no earlier than 6:00 am and end no later than 6:00 pm, and will include core business hours of 8:00 am to 4:00 pm.

Telework: This position may be eligible for some telework. The incumbent will work with their supervisor to identify an appropriate work schedule and balance between remote and in-person work based on operational need. Reporting to the workstation for work activities and participating in in-person meetings is required.

Emergency Assignment: Full activation of the State Emergency Operations Center may involve a variety of threats to include supporting response missions to natural disasters such as earthquakes, floods, wildfires and pandemics.  Candidate must be willing to work overtime and may have to endure personal hardship and risk in order to support and serve the citizens of Washington State during times of crisis.

Travel: Regular travel may be required - up to 20% with occasional statewide and overnight stays
