Job Description and Duties

This position is located in the city of Sacramento.

Under the general direction of the Staff Services Manager II, as a working level supervisor, the Training Officer II (TO II) is responsible for the oversight and supervision of the Staff Development Unit (SDU). The TO II is responsible for planning, evaluating, and organizing the Department of Rehabilitation's (DOR) statewide training program; responding to departmental in-service and out-service training needs; developing and implementing DOR's department's training policy in accordance with state and federal laws and regulations. The TO II is responsible for aligning the departmental mission and goals into the training curriculum. The TO II is also responsible for delivering training and traveling statewide as necessary. The TO II develops, implements and manages federal and state grants along with mandatory trainings for the department that are upheld by government code.

  • The Staff Services Manager I must possess strong analytical and interpersonal skills, the ability to work independently, set and manage priorities to ensure timely completion of work, and communicate effectively verbally and in writing. The incumbent must also demonstrate tact and attention to detail.

  • Ability to mentor and develop staff, providing coaching to leverage individual strengths, maintain high performance standards, and encouraging inter-reliance among team members.

  • Experience in training needs analysis, curriculum development, accessibility standards, meeting platforms including Zoom and Microsoft Teams, and Learning Management Systems.

  • Ability to remain flexible with constantly changing priorities including the ability to take the lead when needed on completing time sensitive and high priority assignments with appropriate speed and urgency without sacrificing quality.

  • Demonstrated ability to use interpersonal, networking and conflict resolution skills to effectively represent the needs and interests of your organization and leadership.

  • A demonstrated commitment to service for historically marginalized communities which can be applied to DOR's mission, organization, goals, functions and policies.
