The Education and Labor Cabinet's mission is to educate, prepare and train Kentucky's current and future workforces. The Office of Vocational Rehabilitation empowers individuals with disabilities to maximize employment, achieve economic self-sufficiency and independence, and to contribute back to society. We also help businesses and employers recruit, retain and accommodate employees with disabilities.

We are seeking a Training Development Specialist II to develop, conduct, and evaluate training programs. Analyzes training needs, develops multimedia presentations, and prepares training materials; and performs other duties as required.

Key Responsibilities:

  • Develops, conducts and evaluates advanced curriculum for in-service training using multimedia presentations in-person and virtually.

  • Ensures all training materials meet universal design for accessibility purposes.

  • Assists with training development on a statewide and local level and works with agency central office to achieve training initiatives.

  • Evaluates success and/or needed updates and changes.

  • Serves as a learning management specialist for training.

  • Uses multiple learning management systems for tracking of training and development projects. Provides extensive reports for federal, state and agency training mandates.

  • Assists executive leadership and OVR training staff with development and dissemination of training needs for the agency to promote continuous improvement efforts.

  • Independently researches, designs, and implements training for professional development using advanced technology to ensure universal design.

  • Participates in professional development activities to improve adult learning knowledge and maintain technical expertise.

  • Leads internal teams and serves as a leader on statewide initiatives as it relates to training and development for the advancement of skills for consumers and agency personnel.

  • Provides guidance to Office of Vocational Rehabilitation central office employees and other entities such as the Education and Labor Cabinet personnel and Governmental Services Center personnel regarding virtual training design and as well as universal access.

  • Performs other duties as assigned.

This position will have access to confidential and sensitive information. The successful candidate will be required to ensure the safeguarding and security of all confidential and sensitive information and will be required to complete trainings, sign acknowledgements, follow all policies and adhere to all statutes and requirements pertaining to the safeguarding and security of confidential and sensitive information while employed and after employment ends.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Two years of professional experience in planning, coordinating, or conducting staff development and training courses, personnel administration or teaching, or professional experience in providing or administering human services or governmental programs.

Substitute EDUCATION for EXPERIENCE: Graduate study in psychometrics, industrial relations, psychology, statistics, education, or a related field will substitute for the required experience on a year-for-year basis.

Substitute EXPERIENCE for EDUCATION: Additional experience in the above areas will substitute for the required education on the basis of one year of experience for two years of education. Current or prior military experience will substitute for the required college on a year-for-year basis.

Working Conditions

Incumbents working in this job title perform duties in an office setting. Occasional travel may be required.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
