Duties and Responsibilities: The Georgia Department of Driver Services (DDS) is seeking qualified individuals for the position of Training and Development Specialist Supervisor. The Training and Development Specialist supervisor position supervises, guides, and/or instructs the work assignments of subordinate staff. Responsible for assessing, planning and/or coordinating training sessions for the agency. Performs end-to-end learning and development. Evaluates training and learning outcomes in relation to functional and/or technical training activities. Supervises all activities related to area of expertise. Creates and facilitates training programs involving change management. Creates and implements programs to enhance managers and employees' skills and knowledge.

Responsibilities:

  • Directs personnel engaged in the design, development, implementation and evaluation of training strategies for the agency.

  • Oversees and coordinates the training program on agency and personnel related topics including, but not limited to, New Employee Orientation (NEO) and Basic Examiner Training (BET).

  • Provides HR Director with timely updates regarding agency training initiatives.

  • Developments and implements comprehensive training and development strategy for the department to include operational/technical training, leadership development, and soft skills training.

  • Directs, trains and evaluates the performance of training staff.

  • Responsible for research, surveys and data compilation related to assigned human resource and training areas.

  • Develops policies for training and development, including associated processes and procedures.

  • Assists in developing and maintaining reporting systems for training and development programs.

  • Assists in establishing performance metrics and conducts follow-up assessments of all completed training to evaluate and measure results.

  • Participates on special projects and serves as a resource to departmental workgroups as required. May serve as a project lead.

  • Ensures that information to team members is presented using a variety of instructional techniques and formats such as role-playing, simulations, team exercises, group discussions, videos, and lectures.

Leadership Skills: Strong leadership and managerial skills to effectively lead a team of trainers and coordinate training initiatives across departments.

Communication Skills: Excellent verbal and written communication skills are necessary for delivering training sessions, preparing training materials, and communicating with employees at all levels.

Analytical Skills: Ability to analyze training needs, evaluate training effectiveness, and make data-driven decisions to improve training programs.

Technology Skills: Proficiency in learning management systems (LMS), e-learning tools, and other training technology platforms used to deliver and track training initiatives.

Interpersonal Skills: Ability to build positive working relationships with employees, managers, and other stakeholders to understand their training needs and foster a culture of continuous learning and development.

Adaptability: Government organizations often undergo changes in policies, procedures, and technologies. The ability to adapt to these changes and adjust training programs accordingly is crucial.

Minimum Qualifications:

High school diploma/GED and five (5) years of area specific experience, which includes one (1) year in a lead worker, team leader, or supervisory role; or one (1) year of experience required at the lower-level Training & Dev Spec 3 (GSP122).

Preferred Qualifications: Preference will be given to those applicants who, in addition to meeting the minimum qualifications, have:

  • Bachelor's degree in human resource management, training and organizational development, business administration, public administration, instructional technology, education or a related field from an accredited college or university.

AND

  • Three or more years of professional level experience planning, developing, delivering and evaluating training/staff development programs and activities.

  • Two or more years' experience in conflict resolution, mediation, team building.

OR

  • Master's degree in human resource management, training and organizational development, business administration, public administration, instructional technology, education or a related field from an accredited college or university.

AND

  • Two or more years of experience delivering training to employees related to operational processes and procedures which was in a lead or supervisory role.

  • Two or more years' experience in conflict resolution, mediation, team building.
