This Term Appointment will initially be for a two-year period, but may be extended for a total of five years. Should the need arise, this position may be made permanent without further competition.
This position is located in the Office of AmeriCorps State and National, Department of the Chief of Program Operations, in Washington, DC.
Creates strategic training and technical assistance plans to deliver high-quality educational content to external audiences. Formulates training policies, plans curriculum, and reviews instructional programs to ensure fulfillment of established goals and objectives.
Determines the requirements for specific training and technical assistance interventions and their relative priority in view of time and resources available, projected schedules, and relationship to the objectives of the total training and technical assistance program.
Leads a cross-functional team of staff to determine training objectives, analyze problems, and identify and execute strategies to design and deliver effective educational materials.
Leads a cross-functional team of staff to develop or revise training and technical assistance products and courses, using a variety of training methodologies and software. May also conduct some of these activities independently. As needed, develops and conducts pilot instructor workshops to ensure clear understanding of course design characteristics and rationale.
Leads a cross-functional team in conducting training for external audiences on a regular basis, using remote technology.
Plans and coordinates all facets of training and technical assistance activities: personnel, equipment, facilities, budget, and other resource requirements. Monitors expenditures and routinely evaluates budget and contracting conditions. Maintains an awareness of CNCS' overall planning and event calendar to eliminate overlap and conflicts.
In consultation with appropriate internal partners, leads a cross-functional team in planning, developing, and producing the annual AmeriCorps Symposium. Serves as the Contracting Offices Technical Representative for the Symposium contract.
Identifies resources to support needed training and technical activities. Takes the necessary action to secure the resources and vendors. Serves as the Contracting Officers Technical Representative.
Evaluates all aspects of training programs and conferences, including: administrative policies and procedures, curricula, instructional methods and techniques, qualifications and effectiveness of vendors, adequacy and utilization of training aids and devices, facilities, equipment, and testing.
Works closely with the Training Specialists in other CNCS departments to identify existing contracts with similar statements of work, ensure cost effectiveness, and avoid duplication of efforts when contracting for educational services.
Analyzes existing Corporation on-line educational resources and identifies the need for new or revised programs, program content, or forums, and implements, as needed. Develops content for online resources such as the Knowledge Network.
Represents the program office with external audiences in respect to educational needs and initiatives; and functions as program office liaison with other internal staff.
Serves as the training and technical assistance point of contact for grant competitions, working with staff who manage the grant review process.

Basic requirement: An undergraduate degree that included or was supplemented by major study in education or in a subject-matter field appropriate to the position being filled.
Or a combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of a 4 year course of study described above. College/University transcripts must be provided to verify the Basic Educational Requirement of this position.
Applicants must also have one year of specialized experience comparable in scope and responsibility to at least the upper range of the NY-03 pay band, which would be at or equivalent to, the GS-13 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes curriculum planning; developing or revising course design; conducting training; and evaluating training.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.
